The Vendor is required to provide a comprehensive plan for development and housing that provides a clear and actionable roadmap that guides future planning, decisions, and actions in alignment with the aspirations of our residents.
- The final version of each deliverable should be submitted in electronic format and contain a Microsoft Word compatible version, and a searchable PDF version.
- All images, tables and graphs used in the final version should be in Microsoft Excel compatible format, and shall include all GIS or CAD data created by the Consultant and used in maps in the final version.
- Task I – Community and Official Involvement
• Consultant shall provide options and recommendations regarding the involvement of town staff, boards/committees/commissions, and the community in the planning process to gather input, address concerns, identify needs and opportunities, and find commonalities around housing development goals and strategies.
- Task II – evaluation of current zoning
• The consultant will be responsible for conducting a review of and propose revisions to the town's current land use, board of health, conservation commission and zoning regulations and bylaws to encourage the development of housing in appropriate areas so as to preserve the town’s rural character and conserve and protect open space and natural resources including wetlands, woodlands, drinking water resources, and groundwater.
- Task III actions steps and timeliness
• The consultant shall provide a complete and accurate report that includes recommendations for a comprehensive plan of multi-family, multi-use, and diversified housing that serves as a road map for future planning, decisions, and actions. this may include, but is not limited to, increased housing supply, affordable housing, diversity of housing types, infrastructure development, environmental sustainability, accessibility, housing stability, quality of life, equity and inclusivity, public-private partnerships, availability of housing stock at a range of prices, “friendly 40b” projects, and preservation of rural character.
• Provide an implementation roadmap for the plan that lays out how the town will achieve its housing goals.
• The implementation roadmap should include a detailed outline of actions to be taken, assign roles, responsibilities, and establish a timeline with metrics for success and milestones, including establishing mechanisms for tracking progress and regularly evaluating the effectiveness of the plan, allowing for adjustments as needed.
