RFP Description

The vendor is required to provide human resources consulting services to handbooks, policies, new employee materials, annual enrollment communications, and user manuals.
- Review the best practices in a university environment, based upon an examination of alternatives and recommend changes to assist the university system in its strategic mission of recruiting and retaining highly qualified faculty and staff.
- Provide analysis of proposed or enacted legislation, draft or final regulations, and
- Guidelines by the federal government; and formulation of recommendations for changes to existing university policies and/or programs.
- Serve as a technical resource regarding compensation, classification, employment, benefits, talent management, performance management, leave programs, rewards and recognition programs, and employee relations when questions arise.
- Provide human resource advice in the formulation and execution of such further tasks as may later appear to be required or rendered desirable.
- Make presentations to public bodies
- Provide notice of and recommendations about developments in federal tax law.
- Formulate policy and administrative guidelines, as well as model forms, for the university system office to assist its 17 constituent institutions in framing institutional level policies for implementing and administering any human resource policy or program created in the future.
- Provide peer review of various documents.
- On occasion, the consultants may be asked to address campus human resource professionals about highly technical and complex subject matters.
- Conduct analysis from a human resource perspective of proposed or enacted legislation, regulations, and guidelines by the state; and formulation of recommendations for changes to university policy and programs, if necessary or appropriate.
- Recommend any changes to state laws or other sources of governance or structure related to policies and/or programs in light of product quality, benefit, adequacy, and internal revenue code (IRC) considerations.
- Benefits consultation:
• Provide analysis from a benefits perspective of the current benefit programs and any other future employer provided benefits programs with reference to relevant provisions of the internal revenue code (IRC) and resultant regulations to the IRC.
• The review shall include, but is not limited to:
a. Relevant statutes, regulations, and case law pertinent to state and university benefit programs.
b. University plan documents, policies, and administrative guidelines pertaining to state and university benefits programs.
c. supplemental, constituent university documents, policies, and administrative guidelines pertaining to state and university benefits programs.
• Provide comparative data on various benefit plans including but not limited to retirement, health, disability, life plans.
• The vendor may be asked to survey the market place that may include, but is not limited to, other public colleges and universities, private colleges and universities, and other private employers
• Provide benefits consulting services on various other benefit plans which may include but are not limited to plans, disability plans, and health insurance plans.
• Provide benefits consultation services in the development of benefit plan requests for proposals, assist in facilitating the process and in the selection of a vendor
• Conduct analysis from a benefits perspective of relevant case law at both the federal and state level, and formulation of recommendations for changes to any employee group benefits programs, if necessary or appropriate.
• Recommend policies and practices in the implementation, administration, and evaluation of any employee group benefits program.
- Communications:
• The university with the implementation and communication of new programs or changes to existing programs
• Work closely with the human resources and benefits teams to develop and execute the benefits and human resources communication strategy
• Develop benefits announcements and educational material including but not limited to memos, emails, handbooks, manuals, flyers, payroll stuffers, and articles used to announce benefit changes, introduce new benefits or plans, or to help employees understand and use certain benefits.
• The development of strategic planning and gain a thorough understanding of our communication objectives, so that custom, university-branded communication materials will be developed that provide our employees an understanding of their plans and the issues influencing their benefits decisions
a comprehensive communications and branding strategy document that outlines a proposed overall benefits communications strategy for the university and help guide the conception, creation, and implementation of content designed to improve desired outcomes and communication goals.
