RFP Description

The Vendor is required to provide the currency of its information technology and telecommunications (IT&T) environment and to ensure continuous IT&T improvement, the county is seeking an independent consultant to conduct a comprehensive review of the county’s IT&T environment provide insights that will allow the county to make data informed decisions when determining how best to) provide IT&T to its employees to ensure equitable access to technology and operational support county residents who rely on accessing critical county services to foster open communication channels.
- The independent consultant must possess the experience to conduct the review and to analyze the information in the context of IT&T industry trends and best practices, and to use the current information and relevant data to provide a comparative analysis of County IT&T against best-in-class public and private sector entities.
- Discovery
• Interviews. Identify key county individuals for interviews to gather information.
• The county anticipates that minimal interviews will be required (e.g., to provide contextual information, identify specific data sources, etc.), as this is intended to be a fact-based, objective assessment rather than a subjective one.
• Data collection. Collect data required for the assessment.
• The county’s it outsourcing agreement provides for up-to-date information on IT&T assets, performance, financials, and other information that should expedite the discovery process.
• The county understands that – given the timeframes to complete this study - it will potentially be necessary for the contractor to focus on key aspects of the county’s environment more than others.
• The contractor will use its own breadth and depth of experience to prioritize those aspects, recognizing that the county’s desire is for this IT&T audit and assessment to be as comprehensive as possible.
- Analysis
• Industry. contractor shall provide industry data on IT&T spending, cost, best practices, and the like, that can be used as comparisons or context for it in organizations of similar size, scope, government, private, etc.
• Baseline. Provide industry baselines for insourcing and outsourcing costs for each of the IT&T frameworks and compare to county costs, ensuring that the comparison is normalized and as apples-to-apples as possible.
• The comparison shall include the total cost of outsourcing, including impacts on labor.
• Gap Analysis identify gaps that may exist in any of the county’s IT&T services or operations compared to the industry (e.g. service levels, cloud computing, etc.).
- Assessment
• Comparison. Collect sufficient county information to combine with contractor-supplied data to provide fact-based assessments and comparisons.
• Currency. Assess county assets to determine if they are modern and kept up to date at levels appropriate for an organization of the county’s size and scope.
• Key performance indicator (KPI). Identify any KPIS that are used in the industry that provide information as future targets or immediate gaps.
• Fact-based. Ensure that all information provided by contractor is based on facts and focused on an assessment of the current state of it at the county (to be used later by the county for decision-making, roadmaps, etc.).
• Industry pricing metric. Ensure (and describe) any pricing metrics used in this IT&T audit assessment are relevant, current, and consistent with industry.
