The vendor is required to provide professional landfill consulting services through a standing offer to support operation, management and regulatory compliance of the city’s active and historical landfills.
1. Environmental monitoring program
a. Groundwater, surface water, leachate and soil vapors
• The consultant shall develop and optimize and implement an environmental monitoring program for the city’s active and historical landfills.
• The program includes but is not limited to:
o Review of permit, regulatory requirements and previous reports;
o Development of methodology and work plan;
o Coordination with landfill staff and adjacent land owners to access the monitoring wells;
o Sampling and obtaining field information;
o Testing and analysis in an accredited laboratory;
o Interpretation of data and analysis of results; and
o Reporting
i. Submission of draft report for the city’s review no later than December 31 of the sampling year
ii. Submission of final report for the environment no later than January 31 of the following year
iii. Immediate notification and recommendation for remediation should any parameter exceed regulatory requirements
iv. Provide responses to questions or comments from the environment
• The consultant shall conduct an annual review of the environmental monitoring program and provide recommendations for changes to optimize the program’s efficiency and diagnostic value.
• The city will review the proposed changes and provide the consultant approval to draft a technical memorandum for submission and approval of the environment prior to implementing the change.
• The consultant shall conduct annual maintenance of monitoring wells.
• Maintenance activities include, but is not limited to:
o Update of location, status and condition of monitoring wells;
o Tagging and securing (installation of new locks) monitoring wells as needed; and
o Decommissioning of wells that are damaged or no longer in use. b. greenhouse gas reporting
• The consultant shall fulfill reporting requirements under the greenhouse gas reporting program including but not limited to:
o Collection of required data;
o Calculation of emissions and determination of reporting eligibility;
o Submission of data in the ECCC single window system; and
o Submission of statement of certification.
2. Other initiatives
• Coordination with environment to identify objectives and requirements;
• Regulatory review and jurisdictional scan;
• Review of previous reports and studies;
• Research of best practices within the industry;
• Field work (e.g., sampling, site visits, survey) and laboratory;
• Preparation of an official response to the some; and
• Preparation of a technical memo for submission to the environment.
• Review and create supporting documentation for the waste disposal ground
3. Risk management
• Vendors should identify stakeholders and any potential risks associated with each stakeholder, assess the severity and impacts of each risk, and identify how each risk will be managed.
• In the event of a crisis, including, but not limited to, a pandemic, a state of emergency, or otherwise, the successful vendor will be solely responsible for creating, implementing, and maintaining a risk mitigation strategy that meets the minimum standards as identified by occupational health and safety legislation and public health orders issued for the province in which the work will be completed.
• In the event the work is to be completed in two (2) provinces, the minimum standards followed shall be the more stringent.
• The risk mitigation strategy shall be appropriate to the job scope and hazards and risks present at the site.
• The city of may require a copy of the risk mitigation strategy at any time during the duration of work however the city does not assume any liability or ownership as it pertains to the creation, implementation, and maintenance of the risk mitigation strategy.
4. Progress meetings & communication
• The vendor shall arrange a kick-off meeting to initiate the project and close-out meeting at the end of the duration of the agreement.
• The vendor should schedule progress meetings on an as needed basis.
• Communication is vital to the success of the program it would be expected the successful vendor will provide primary and secondary means of communication.
