The vendor is required to provide that manhole inspection, smoke testing, and cctv inspection services
a. manhole inspection: furnishing all labor, equipment, and materials required to inspect designated sanitary sewer manholes.
- Coordination:
• Any changes to crew chief or field personnel shall be communicated to owner immediately
an agreement with access their network to achieve a minimum of sub-meter global positioning system (GPS) accuracy.
• Apply for an obtain work permits for all work to be performed in state and/or county highways.
• All required insurance, traffic control measures, and other terms of the permit shall be provided to the satisfaction of owner.
- Scheduling:
• Inspection schedules shall be submitted a minimum of seven (7) days in advance of work, include any coordination that would require assistance from owner with certain city/county departments and other.
- Inspection:
• Owner’s work order management system to receive and close out work assignments. the contractor is responsible for planning out the work using the work management system.
• Make a good faith effort, minimum of twenty (20) minutes, to locate and inspect all project manholes utilizing standard equipment including but not limited to a metal detector, soil probe, vegetation tools, etc.
• Manholes will be reported to owner daily via email.
• Possible reasons a manhole cannot be found include, but are not limited to:
1. Manhole buried greater than 3” deep or paved over
2. Manhole covered by customer property
3. Heavy vegetation
4. GIS does not accurately reflect manhole location
- GPS data acquisition:
• Collect northing, easting, and elevation data for the top of casting for each manhole specified. contractor shall collect this data from the center of the casting.
• Record date of inspection and owner manhole.
• The actual GPS processing logs should include all unit settings when the point is collected.
• Contractor will utilize access provided by owner to field maps mobile application to collect and store GPS information.
b. Smoke testing: furnishing all labor, equipment, and materials required for smoke testing the designated wastewater collection system as outlined in this specification.
- coordination:
• Any changes to crew chief or field personnel shall be communicated to owner immediately.
• Reach an agreement with access their network to achieve a minimum of sub-meter GPS accuracy.
- Scheduling:
• Inspection schedules shall be submitted a minimum of seven (7) days in advance of work
• Include any coordination that would require assistance from owner with certain city/county departments.
- Work product: Owner-provided access to field maps mobile application to collect and store smoke testing media and smoke testing data
- Pre-startup meeting: at least five (5) days prior to beginning smoke testing work, schedule with owner to review proposed sewer work plan, traffic control plans, and inspection methods
- Blowers:
• Provide a portable blower designed and built specifically for the use of smoke testing.
• The blower shall be self-contained and powered by a minimum three (3) horsepower gasoline engine and be capable of producing a minimum of 2000 cubic feet of air per minute when working as a blow-in ventilator and 4000 cfm when working as a suction ventilator.
• The blower shall have appropriate adapters and seals to make a good connection to the manhole without excessive loss of air and the base of the lower shall have appropriate adapters and seals to make smoke.
- Smoke production:
• Smoke fluid shall produce smoke when exposed to the heat of the exhaust system of the motor for the blower.
• The smoke generated shall be white to gray smoke, leaving no residue, and shall be non-toxic and non-explosive.
• A blower and smoke fluid shall be the desired method of smoke testing work.
- GPS equipment:
• Equipment shall be gold+ or equal approved by owner.
c. Television inspection of sewers:
• Includes closed-circuit television (cctv) inspection of gravity sewer mains
• The requirements of cctv inspection activities in association with sewer rehabilitation/replacement work
• Related requirements: contract drawings and general provisions of the contract, including general and supplementary conditions and division 01 specification sections, apply to this section.
• Prestart up meeting: at least 5 days prior to beginning cctv inspection work, schedule with the owner to review submittals including but not limited to: proposed sewer flow bypassing plan, traffic control plans, inspection methods, schedule, and overall approach.
- Notify owner:
• A minimum of 5 days prior to the anticipated commencement of inspections in any one area and 24 hours in advance of actual start.
• Obstruction, restricting flow in pipeline, is discovered.
• If depth of flow in pipeline exceeds 25 percent of pipe diameter
• If conditions for cctv inspection are found to be unsafe or impractical.
• Pipe configuration in field is different than shown on maps. notification shall include diagram clearly indicating location of structure in relation to immediately adjacent structures.
• Unsafe or impractical conditions for manual (walk-through) inspections.
- Television inspection equipment:
1. Inspection equipment:
• Monitoring studio.
• Equipped with independent power source.
• Temperature controlled.
• Sufficient size to allow seating for a minimum of two people in addition to operating technician.
• Secure, cable, chains, and other devices used with camera so as not to obstruct camera view or otherwise interfere with proper documentation of sewer conditions.
• Television monitor:
- Located in monitoring studio.
- Capable of producing high quality color picture.
- Resolution of no less than 350 lines.
- Continuous display during inspection survey.
• Camera transport platform
- Self-propelled, mounted on skid, or mounted on float.
- Sized for each pipe diameter in accordance with manufacturers recommendations.
- Equip able with tag line suitable for pulling camera backwards.
- Equip able with winch, power winch, tv cable, powered rewind, or other devices used to move camera through pipe.
- Remote reading footage counter:
1) Accuracy to two-tenths of a foot over length of pipe being inspected.
2) Counter display located in monitoring studio.
3) Marking on cable will not be allowed.
4) Calibration shall be conducted each day prior to conducting any inspections
• Television camera:
- Mounted on transport platform.
- Explosion proof and operative in hazardous and corrosive environment.
- Resolution capability: minimum of 460 lines of horizontal resolution and 400 lines of vertical resolution.
- Resolution of camera should meet or exceed the resolution of the monitor.
- 360-degree rotation and 270-degree pan and tilt unit, with adjustable supports specifically designed and constructed for operation in connection with pipe inspection.
- lights shall be mounted on and turn in the direction of camera head.
- 65-degree viewing angle, minimum, and either automatic or remote focus and iris controls.
- Remote control adjustment for focus and iris shall be located in monitoring studio.
- Operative in 100 percent humidity conditions.
- Ability to achieve proper balance of tint and brightness
- Focal distance: adjustable through range from 6 inches to infinity
- Zoom capable of 40:1 (10x optical, 4 times digital).
- Minimum light sensitivity of > 1.5 lux
2. Lateral inspection camera
• Either lateral launch equipped crawler or push camera.
• Mounted on transport platform.
• Operative in 100 percent humidity conditions.
• Self-leveling.
• Capable of producing a color picture.
• Ability to televise laterals in a utility easement and on private property.
3. Video:
• Provide inspections with a unique filename per inspection.
• Encoded in .WMV, .MPG, .mp4, or .AVI format.
• Continuous view: the following is a list of required on screen text display fields.
- Inspection date and time.
- Continuous forward and reverse readout of camera distance from center of manhole starting reference.
- Pipe segment reference: IPID.
- Upstream & downstream manholes.
- Defect/observation code
4. Audio:
• Audio shall be embedded in the video file.
• Operator include a description of the inspection setup, including related information from log form and unusual conditions.
• Verbal description and location of each defect and service connection.
• Operation changes
5. Still photographs:
• Provide digital photographs showing inspection image at defects, observations, and service connections.
• Photos shall have a unique filename describing image.
• Encoded in .jpeg format.
• Minimum 640 x 480 resolution.
• Provide label on front of photograph with pipe segment reference, upstream and downstream manholes, footage, and defect code.
