RFP Description

The vendor is required to provide that media professional services to, producer/director/writer, on-camera talent, graphic designer, makeup artist and hairstylist, television engineer, and production assistant.
- Producer/director/writer:
• The producer/director/writer is responsible for managing various tasks involved in producing, directing, and writing for municipal content and projects.
• Include hosting client meetings, developing concepts, and attending pre-production meetings.
• Additionally, research, develop outlines, deliver scripts and revisions, prepare interview questions, schedule and conduct interviews, and scout locations.
• Also, direct talent and crew members, log raw footage, and deliver both rough and final cuts.
- On-camera talent
• On-camera talent shall perform work as needed as a host, interviewer, anchor, performer, reporter, or voice-over actor.
• On-camera talent will also be responsible for tasks such as preparing interview questions, scheduling interviews, conducting on-camera interviews, and conducting research.
- Editor
• Edits content for channel 35, channel 24, city websites, social media, and city venue exhibitions.
• Responsibilities with video footage include editing footage, capturing and digitizing footage, and logging raw footage.
• Editor may also to create graphics including lower-thirds, banners, and full screen graphics. editor will also be required to create special effects and output necessary media files.
• Editor will also manage edit and file lists.
- Field/studio production and media specialist
• The completion of municipal programming for channel 35, channel 24, city websites, social media, and city venue exhibitions.
• The field/studio production and media specialist is also 7 responsible for any of the following areas, are necessary to complete municipal programming projects:
1. Pre-production
2. Site surveys
3. Coordinating production equipment receipt/setup/breakdown
4. Field and studio productions
5. Operating file-based field acquisition cameras and studio cameras
6. Field and studio audio mixing, lighting, gripping, gaffing, teleprompting character generator operations, stage managing, video control, master control, tape operations, production setup/breakdown, and production and workflow administration.
- Graphic designer
• Providing computer graphic design and animation work for projects to be distributed through channel 35, channel 24, city websites, social media, and city venue exhibitions.
• The graphic designer will also meet with clients to determine the graphic design needs of a project and utilize various computer software programs to design, modify, and execute graphic packages.
• The graphic designer must be able to work collaboratively with the city’s in-house staff and provide graphic support during field and/or studio productions.
- Commission producer
• Responsible for producing, directing, technical directing, and robotic camera operations of commission and board meetings for cablecast on channel 35, city websites, social media, and city venue exhibitions.
• The commission producer is also responsible for the following:
a. Location scouting
b. Scheduling
c. Pre-production
d. Directing the crew during setup and recording
- Makeup artist and hairstylist
• Responsible for providing makeup services on projects that are distributed through channel 35, channel 24, city websites, social media, and city venue exhibitions.
• The makeup artist is also responsible for makeup and hair styling needed for content production.
• Makeup artists are responsible for providing their own makeup and hair kits.
- Production assistant
• Responsible for assisting with pre-production, production, and postproduction projects that are distributed through channel 35, channel 24, city websites, social media, and city venue exhibitions.
• The production assistant shall support any aspect of pre-production, production, post-production, and the operational needs of channel 35 including but not limited to the following tasks:
a. Scheduling/attending client meetings
b. Developing concepts
c. Scheduling/attending pre-production meetings
d. Performing research
e. Outlining media concepts appropriate for municipal programming
f. Delivering scripts and revisions
g. Preparing interview questions
h. Scheduling and conducting interviews
i. Directing crew members
j. Logging raw footage
k. Delivering rough and final cuts.
l. Logging raw footage
m. Creating edit lists
n. Working with editors on the delivery of final segments
- Engineer-in-charge
- The Engineer-In-Charge (EIC) is also responsible for:
• Troubleshooting  
• Repair and maintenance of equipment
• Support of television and digital media systems
- Television engineer
• The television engineer is responsible for supporting the EIC with the technical aspects of channel 35, including but not limited to on-air operations, studio and field production equipment and post-production workflow.
• The television engineer will also support the EIC with troubleshooting, repairing and maintaining equipment, and support of television and digital media systems.
- Social/digital media livestream producer
• Manage production for social and digital content
• Assist in civic social media communications for channel 35 social platforms
• Collaborate with city of la social networks managed by ITA
• Produce livestreams and virtual/digital town halls, community meetings, press conferences, and more
• Technical experience in managing distribution platforms, encoders, livestream infrastructure, and more
- Digital/social media video content creator (camera/editor)
• Creates, shoots, and edits short form content for channel 35 and city platforms managed by ITA as needed for multiple social and digital platforms
• Able to pitch social first story
• Produce and create socially captivating and fully finished content that resonates with the community, is on brand, and on topic with city events and social guidelines
- Channel programming/scheduling coordinator
• Manages the assignments of scheduling and coordination of the stations programming for la channel
• Creates 24-hour schedules
• Works with programming operators in ensuring content on air matches created schedules
• Updates an online calendar/schedule with detailed descriptions of programs
• Quality controls content for air
• Ensures nomenclature is accurate
• Tracks video release dates and tracking forms for distribution.
- Media relations/copywriter
• Oversees digital enterprise accounts from a pr and community outreach perspective
• Coordinates with city department pr representative on city topics and events
• Assists in writing captions, descriptions, and press releases
• Writes captions for social platforms, oversees short-form and long-form copy writing, internal videos, and more
• Quality controls and reviews channel 35’s platforms and website
• Updates copy and descriptions on an ongoing basis
• Assists in updating social media policies and guidelines for channel 35 and city
- Billing/ accounting coordinator
• Responsible for managing billing for channel 35. this includes: o receiving and tracking invoices o monthly bills o annual contract renewals o accounts payables o generating po’s o resolving discrepancies o communicating with accounting and maintaining financial records for the station
• Assisting in other administrative tasks in the office like ordering supplies, scanning and organizing invoices and paperwork digitally and more.
- Production coordinator
• Assists producers and production staff in coordinating various aspects of a studio, field, or live production
• Coordinates locations, releases, equipment needs, parking, crew calls, call sheets, meals and/or catering as needed
• Reports and tracks costs for shoots
• Assists on set and in office during productions.
- Contract Period/Term: 2 years
