The vendor is required to provide medicare and Medicaid cost reporting services for the state veterans home and state soldiers home.

1. Payroll, account receivable and accounts payable
• Prepare a monthly journal entry from the data files provided by the facility.
• Input these journal entries into the accounting software for monthly financials statement compilation.
• Compile, from information provided by management, the ms-2004, au-3902, and skilled nursing facility cost reports (form CMS 2540-10), the “Medicaid and medicare cost reports,” for the state veterans home and the state soldiers home.
• Respond to KDADS cost report inquiries to provide necessary supporting documents and clarifications.
• Work with facilities to ensure proper coding of expense accounts and work to understand or correct any perceived errors.
2. General ledger and financial statements
• A balance sheet (assets, liabilities, and equity).
• A compilation of income and expenses by department, for each facility.
• The statement of operations will present a financial summary for both the current month and for the year-to-date.
• The report will be stated in gross dollars, and per diem dollars and cents.
• A consolidated balance sheet and a current month’s statement of operations will be prepared to summarize total operations.
3. Payroll-based journal (PBJ) CMS submission review
• Review facility-prepared PBJ submission file on a quarterly basis.
• Provide PBJ consultation to the facilities on an as-needed basis and upon any changes in the applicable regulations.
• Assist facilities with PBJ audit submissions as necessary
4. Other services
• Provide instruction on how to submit financial and statistical data to the bidder.
• Phone consultation will be provided on an as-needed basis.
• For initial contracts, at the end of the second month of employment, the bidder will meet with the agency for the purpose of reviewing, in detail, the financial statements (as identified above) and the content of any of the other reports.
• Prepare the ms-2004 and au-3902 (Medicaid cost report) annually, as is required by the state department on aging, for each facility.
• Prepare the center for medicare and Medicaid services (CMS) 2540-96 (medicare cost report) annually, as is required by CMS, for each facility.

• Certain deadlines and timelines are applicable to preparing and submitting reports.
• The agency will acknowledge and meet all deadlines for supplying the bidder with requisite information.
