RFP Description

The vendor is required to provide for a multimedia advertising campaign for the foster grand-parents program (FGP).
- The contractor shall develop a marketing plan for direct mail and print media.
- Agency reserves the right to add or remove advertising mediums during the contract term and at its sole discretion.
- The contractor shall monitor the advertising campaign, implement optimizations, and direct impressions to the best performing exchanges, tactics, and sites.
- Direct mail
• Mailer in the ten service areas identified service location(s)
• The contractor shall mail out post cards in conjunction with a value pack distribution list.
• Advertising in the temple service area only as identified in service location(s)
• 1/2- and 1/4-page advertisements in smaller, rural newspapers, and senior citizen magazines in the designated service area.
o Publications can be both free and paid subscriptions.
o Ensure the ads run for a four (4) week period. - Provide a marketing plan consistent with the items listed in the identified advertising mediums targeting the following audiences:
i. Primary target audience
• Age group – 55 years and older
• All races and ethnicities
• Characteristics
o Focus on lower income sub-populations (within 200% of the poverty level)
i. Secondary target audience
• Age group – 25 years and older
• All races and ethnicities
- Value-added benefits:
1. Value-added benefits may include, but are not limited to, additional advertising opportunities such as:
• Longer advertising timeframes
• Additional media formats, such as billboard advertisements
• Additional social media outlets
• Website inclusion
- Telephone service
• The contractor shall have an active telephone service answered during normal business hours.
• Normal business hours are between 8 a.m. and 5 p.m. Monday through Friday, unless otherwise stated in the IFB.
- 24-hour contact
• The contractor must provide the agency contract manager with 24-hour contact information for a minimum of two (2) contractor personnel so the agency may communicate urgent performance issues that require immediate correction or any other issues that may occur.
• The contractor’s 24-hour contact must always be available.
• Any urgent performance issues requiring immediate correction will be followed up in writing by the agency contract manager.
