The vendor is required to provide for assisting the village in both the planning and implementation portions of this engagement.
- Planning portion
1. Community outreach
• Public outreach - including a community survey and other recommendations such as focus groups, social media discussion, and community meeting(s).
• Media - including working with staff to prepare articles for the village newsletter, website, and social media releases.
• Interviews with stakeholders both internal and external including at a minimum elected official, staff, contacts from other local governmental entities, chamber of commerce, businesses, residents, and local organizations. 
• The new village manager has also conducted interviews with several key stakeholders, and will provide that information as well.
• One workshop with the village board.
2. Data synthesis
• Data collection and analysis by the consultant.
• Working with staff, synthesize the data to identify what direction the village wants to go, a general statement of how we believe that will be achieved, and a small number of key areas of focus.
3. Report of planning portion
• Presentation to the board.
• Provide final report documenting planning portion. - Implementation portion
1. Assist staff in identifying the following:
• how individual divisions can contribute towards this direction and areas of focus.
• Specific steps to take to move in the identified direction.
• A proposed timeline for implementation that includes targets/milestones.
• Metrics to measure success, including how to collect and interpret these metrics. 2. Provide a framework for incorporation in the budget process, and assist with cost estimates for significant action items if needed. 
3. Provide a framework for a process by which staff can perform both internal and external scans to determine if the methods for moving in the desired direction are still working, if there are other factors that may impact the steps we take, and how to pivot to other methods while still focusing on the overall direction. 
4. The consultant will walk staff through the first scan 6-12 months after the implementation plan is built out. 
5. Presentation to the village board for the implementation plan. 
6. Final report of implementation plan, suitable for internal and external audiences.
