The vendor is required to provide comprehensive services that support the assessment, improvement, and development of departmental programs, outreach strategies, and digital tools.
1. Assessment of existing initiatives, programs, and materials
• Conduct a comprehensive review and inventory of all current departmental initiatives and programs.
• Assess effectiveness, community relevance, and alignment with departmental goals and policy objectives.
• Evaluate participation levels, service reach, and measurable outcomes.
• Audit current public-facing materials (digital and print) for clarity, accuracy, accessibility and cultural relevance.
• Work with existing county vendors to update relevant public-facing documents and materials.
• Analyze the effectiveness of the department’s current outreach strategy to county taxpayers, including methods, frequency, and reach.
• Compare programs and outreach approaches to similar municipalities to identify best practices.
• Conduct stakeholder interviews with internal staff, community partners, and residents for qualitative insights.
2. Development of new initiatives and programs
• Identify policy and service gaps based on evaluation findings, stakeholder input, and comparative research.
• Propose feasible, impactful new initiatives or program enhancements aligned with emerging community needs and demographic trends.
• Provide resource implications, staffing needs, and implementation timelines for new or expanded programs.
• Recommend small-scale pilot programs to test new initiatives prior to full implementation.
• Identify opportunities for deeper engagement with historically underserved or underrepresented demographic groups.
• Map potential community partnerships and external collaborations to support new offerings.
3. Strengthening communication and outreach strategies
• Develop a comprehensive communication plan that incorporates both paid and free outreach tactics.
• Conduct a messaging and tone audit across existing communication materials and platforms.
• Evaluate the department’s digital engagement strategies, including email, social media, and third-party platforms.
• Recommend tailored messaging and outreach approaches for hard-to-reach or disengaged groups.
• Leverage digital and print media, community partnerships, and events to maximize program visibility.
• Propose measurable performance indicators (KPIS) and implement a tracking framework for communication efforts.
4. Website review and optimization
• Perform a full audit of the county website as it relates to departmental information and services.
• Evaluate the effectiveness and clarity of online content and service information.
• Conduct a user experience (UX) analysis based on resident feedback and observed user behaviors.
• Provide a report with specific, prioritized, and actionable recommendations.
• Implement or coordinate approved improvements within the contracted scope and budget.
