The Vendor is required to provide a complete multi-user, module-based permitting software solution for the code compliance department.
- Software must integrate with existing county software, including payment us (payment processing), an ESRI-based geographic information system (GIS), and existing document imaging software (blue beam).
- System is to enhance customer service, ensure data accountability, reduce permit processing time, decrease unnecessary staff workload, and provide consolidated reporting and permit tracking.
- Software solution must be able to link to or connect with the county’s GIS (ESRI) database system and paymentus.
- Software must automate the permitting process and be integrated with minor disruption of the county's current workflow to ensure the continuity of business processes.

- Ability to track planning, building, and engineering permits by querying the following fields: owner, parcel, contractor and/ or license, inspection fees, receipts, business license, and code compliance issues.
- The software should be expandable to include modules, updates, or add-ons for public website access, mobile applications, tablet applications, and other technology to facilitate greater efficiency and customer service.
- The software should automatically generate public notices, referral letters, meeting agendas, and other documents based on information collected by the system.
- The system must support 24x7 operations to enable system backup when applications are in use and include data recovery tools; it should also provide restart capabilities.
- The software system must provide controls to prevent unauthorized database use, maintain process controls, and log all database actions.
- Authorized users should be able to run a log and see all actions for any type of work when needed.
- The software system must provide edit controls to prevent incomplete or incorrect data from being processed and program controls to prevent data from being processed in the wrong sequence.
- Edits must be available to the customer in the web portal when required to continue processing on the employee side.
- It should also integrate with other desktops and server applications such as Microsoft office, including outlook, query and reporting tools.
- The software system shall offer modules for permitting, code enforcement, inspections, planning and zoning.
