The vendor is required to provide from qualified vendors to conduct promotional testing in the police department.
- The process will need to be completed before the end of January 2026.

- Work to be completed:
1. Job analysis:
• Conduct job analysis to determine requisite knowledge, skills and abilities necessary to perform the essential functions of the ranks of sergeant and lieutenant.
2. Test instrument construction:
• Construct testing instruments to include a written examination and assessment center exercises for each rank.
3. Test validation:
• Conduct a test validation study and provide the results to the city.
4. Assessor selection and training:
• Conduct and effectively document the appropriate assessor training in order to ensure that each assessor has the skills necessary to serve in such a capacity.
• The assessor training must be documented through the use of videotaping and other appropriate means
• The vendor must ensure that each assessor is a command level police officer from a city police department outside the immediate city area who has at least five (5) years of command level police experience in a city with a population, including its surrounding metropolitan area, of at least 50,000 and who is not personally acquainted with any of the candidates.
5. Written test administration:
• Conduct on-site testing and proctoring of examination.
• Preliminary on-site scoring is required.
6. Written test study sessions:
• Conduct up to four (4) separate on-site study sessions for candidates preparing to participate in the written test.
• These sessions will be provided study tips, test-taking skills, material reviews, quizzes and any other related informational items or exercises.
7. Appeals:
• Conduct an on-site appeal process of written test questions and determine the validity of each appeal.
8. Administration of assessment center:
• Conduct on-site assessment center and orientation process for candidates participating in the promotional process for the rank of lieutenant and sergeant.
• Assessors shall interview and observe each candidate and provide an objective rating based upon the critical dimension(s) being assessed.
9. Determination of assessment center scores:
• The vendor shall apply the appropriate scoring mechanisms and provide the results to the city in a timely fashion so that each candidate will be given their score for the assessment center examination within ten (10) days after the completion of that phase.
• The vendor shall supply the city with a sealed envelope for each candidate (marked with the candidate’s identity code) containing the individuals scoring results for the assessment center.
10. Assessment center debriefing:
• The vendor will meet at a scheduled time with each candidate individually to discuss scoring and results, to answer individual questions and to review individual’s videotape (if applicable).
11. Audio and video taping:
• The vendor must have the capacity to audio and videotape each individual’s participation in the assessment center as well as the assessor’s comments and explanation for arriving at the given score.
• It is required that each assessment center be audio and videotaped.
• Vendor will supply the equipment and video tapes and CDS.
12. Lodging and meals:
• The vendor will assume responsibility for making hotel and meal arrangements as needed by the employees of the vendor and the assessors.
• The vendor will be reimbursed for the associated expenses upon invoice.
• The use of hotels and travel shall be in accordance with the city of travel policy
- Facility, equipment and textbook requirements:
• Provide approximation of the number and size of rooms needed to conduct the various examinations.
• List any special equipment that needs to be provided by the city.
• List textbook titles and cost (per unit) of materials commonly recommended by the vendor for the candidate’s preparation to participate in the written examination.
