The vendor is required to provide a policy for asset management in 2022 to replace its campus buildout strategy which was focused on doubling the campus size from 2000 to 2022.
- Develop a comprehensive asset management system (AMS) compliant with iso 55000 standards, implement the system across all relevant departments and facilities, train staff on the use and maintenance of the system, and ensure continuous improvement and compliance with iso 55000.
- The awarded vendor will also be tasked with analyzing the university’s requirements for an enterprise asset management information system (EAMIS) and assisting with the development of the requirements to be included in a separate RFP to be issued for implementation of a new platform.
- Tasks and deliverables
1. Develop and implement an iso 55000 compliant asset management system.
• Conduct a thorough assessment of current asset management practices.
• Design an iso 55000 compliant asset management framework.
• Develop necessary documentation and procedures.
• Implement the asset management system.
• Provide training and support to university staff.
• Ensure the system is scalable and adaptable to future needs. 2. Analyze requirements and identify potential RFP respondents for an EAMIS to support our iso 55000 compliant asset management system and replace the existing integrated workplace management system.
• Analyze the university's reliability management, asset management, and maintenance management needs and current system capabilities.
o Identify opportunities for additional consolidation, integration, and streamlining of processes beyond these core areas including health, safety and environment (HSE), information technology asset management (ITAM), automotive fleet management, general service request tracking, space management and project management.
• Create a list of university requirements for review ensuring they include at a minimum:
o Consideration of a software solution and consideration for 3rd party implementation
o Support iso 55000 asset management compliance
o Optimization of reliability management and maintenance processes
o The ability to integrate facilities management processes that are not core competencies of the iso asset management system, e.g. space management, project management, custodial services, landscaping services, etc.
o Manage data IAW ISO 14224, COBIE, SAE ja1011/1012, iso 19650 and ISO 55000
o Can integrate operating technology (OT) such as SCADA, BAS or IOT plus BIM and GIS
o A current or future ai component for analysis of asset reliability, lifecycle, and operational efficiency
o A current or future capability of providing a live sandbox for faculty research and curriculum
o Training requirements for implementation and annual skill sustainment
- Project organization
• Organize the project for the simultaneous start of both task/deliverable items but with separate delivery of milestones in order to fast track the EAMIS deliverable to meet the university’s January 2026 deadline while including the major processes the iso compliant AMS will implement.
• Ensure project plan includes milestones, deliverables, phasing and key meetings, including the appropriate audiences for each scope item.
• Timeline: vendor shall provide a detailed timeline for all phases of project completion.
o Project kickoff: immediately after contract award, expected to be no later than June 1, 2025
o Completion of the development and implementation of an iso 55000 compliant asset management system expected by late 2026
o Completion of assistance in development of the requirements for a separate RFP to be issued to support the asset management system and replace the existing integrated work management system, expected by January 2026 (to meet project submission deadline to university IT department).
