RFP Description

The vendor is required to provide Program management consulting support for authority communications-based train control (CBTC) project, that complies within federal transit administration (FTA) guidelines and reporting.

• Administrative services - Task 1 – contractor mobilization, startup, and project implementation approach:
a. Develop, submit, and implement CBTC project management strategy
1. Project management plan (PMP)
• A plan outlining all processes and procedures for effective management and oversight of the CBTC project.
• Project objectives; project principles; and project organization, roles, and responsibilities.
2. Commercial management plan
• A plan describing the management of all commercial aspects of the CBTC project including the CBTC suppliers, financial compliance, financial reporting, budget management, invoice review and management, contract allowances management, contract change management, independent cost estimating, insurance compliance, and auditing.
3. Operations management plan
• A plan describing the contractor’s approach to coordinating with authority operations planning and service delivery groups to guarantee track access during the life of the contract work along the right-of-way, and ongoing management and monitoring of wayside requests and track outages as needed to perform required work.
4. Project controls plan
• A plan addressing contractor management of design and construction oversight, estimating, scheduling, project coordination, stakeholder engagement, project progress, contracts administration, budgeting, and cost control.
5. Document control plan
• A plan outlining contractor’s approach for the control of project contract documents.
• The plan must include an authority approved project management information system (PMIS).
6. Design compliance plan
• A plan describing the processes and procedures necessary to manage the project design requirements, demonstrate progress, schedule targets, and maintain consistency with the design intent set out in the project proposal and contract documents.
7. Construction compliance plan
• A document that sets forth all processes and procedures to manage requirements, ensure compliance with approved construction documents, and to demonstrate construction progress.
8. CBTC quality management plan
• A plan setting out the overall quality approach to be used for the project.
9. Construction quality oversight plan
• A document establishing the approach for mockups, sampling, testing, and inspections (both onsite and in factories or shops) in accordance with the project proposal and contract documents.

• A plan setting out the specific safety and security measures and assurances to be enacted for the project during construction.
12. Commissioning plan
• A plan for ensuring that commissioning and final acceptance procedures are executed in accordance with the project proposal and contract documents.
13. Safety and security certification plan
• System safety project design review
• Safety reviews of sub-contractor/supplier submittals.
• Construction safety program inspections/audits.
• Safety certification and verification & validation activities.
• Provide data for statistical and trend analysis.
- Task 2 – development of cost estimates and schedules:
a. Conceptual and preliminary design cost estimates
• Prepare preliminary construction cost estimates for the project based on authority CBTC contractor’s conceptual and preliminary designs which shall include at a minimum:
o Quantity takeoffs for wayside CBTC equipment, and associated infrastructure work to construct a fully functional system.
o Schedule of values for CBTC equipment based on pricing information from the CBTC supplier.
• The conceptual and preliminary design cost estimates shall be prepared in accordance with the work breakdown structures agreed to by authority.
• The contractor shall use a standard estimating format as directed by authority.
• Prepare a risk based contingency plan to determine adequate contingency allowances and update the contingency every three months.
o Include risk workshops focusing on scope, schedule, budget, quality, and safety.
b. Critical path schedules
• Supply of CBTC equipment.
• Testing and commissioning of the CBTC equipment.
• Software testing and debugging, and shadow operation before cutover to the CBTC system.
• Safety and security certification deliverables.
• Final acceptance of the CBTC system.
- Task 3 –project commercial management:
• The contractor shall prepare, implement, and update the commercial management plan (“CMP”) covering how the project management team shall manage all commercial aspects of the project contract documents, and any other relevant contracts and agreements required to keep the CBTC project on schedule and within budget.
• The contractor shall establish a performance oversight management program to monitor the progress and performance of the capital project delivery team to determine if the CBTC project is operating on schedule and within budget.
• Monitoring focus should be on precursors to problems that will delay or increase cost rather than on lagging indicators that reveal the project is already off schedule or over budget.
• Perform cost management functions including:
o monitoring of all project contract costs.
o Manage and monitor contractor and capital project delivery team budget and burn rate.
o Prepare and update (with increasing detail and refinement), at appropriate intervals, estimates of construction costs.
o Analyze and update project contract budgets based upon any changes.
o Prepare and update estimates of design and construction cost for post-award design and construction changes, equitable adjustments, and claims.
o Evaluate changes and claims, negotiate and process change orders, and support the claims resolution process.
o Develop, prepare, and analyze monthly cash flow reports and forecasts for the project contracts, and advise as to variances between actual and budgeted or estimated costs.
• Perform risk management:
o Prepare and manage a risk evaluation process to include risk identification, evaluation, and implement mitigation measures.
o Prepare and manage a risk management log.
o Prepare a risk based contingency plan to determine adequate contingency allowances and update the contingency every three months.
