RFP Description

The vendor is required to provide property and liability insurance coverage for childcare centers, group foster homes, family childcare homes, child and youth serving organizations, and child placement services.
- State legislature has identified insurance availability and affordability as a burdensome operational concern for many businesses providing services relating to childcare. the insurance market condition is threatening their ability to continue to operate a critical service for the residents of the state.
- Contractor will collect and analyze the following information to the extent such data is available, including but not limited to:
• Data from at least five years on the number and types of policies in effect, whether and why policies were nonrenewed or canceled, claims activity, and premiums and deductibles; and
• Any other relevant information that may assist the commissioner with analyzing the availability and affordability of property and liability coverages for housing providers and any other trends that may affect market conditions.
- State legislature provides commissioner authority to request data from entities transacting insurance with childcare centers, group foster homes, family childcare homes, child and youth serving organizations, and child placement services.
- Contractor will make recommendations on potential policy and budget options, including considerations regarding the cost and availability of property and liability coverage for childcare centers, group foster homes, family childcare homes, child and youth serving organizations, and child placement services.
- Contractor will make recommendations on whether, and how, a joint underwriting association might suit the property and liability coverage needs of childcare centers, group foster homes, family childcare homes, child and youth serving organizations, and child placement services, and any limitations of a joint underwriting association in meeting the need.
- Contractor will attend legislative hearings or workgroups during the 2025-26 legislative session when necessary to answer questions or explain portions of the study and report.
