RFP Description

The Vendor is required to provide to complete restitution or community service by the courts or through a deferred prosecution agreement; collect restitution payments from youth and distribute to their victims.
- Serve up to 650 youth annually who are court-ordered or otherwise obligated to complete restitution and community service.
- The program will maintain an evaluation system for the program that collects information regarding client participation and costs associated with service delivery.
- The program will be required to report participant data using the agency client registration (600) and monthly service reporting (610) forms.
- Community service
• The program will maintain a sufficient number of community service sites to accommodate referred youth without a waiting list.
• The program will match youth with community service sites that align with their identified interests.
• The program will provide supervision and monitoring of youth placements and take corrective action as necessary to address issues identified by the site or youth.
• The program will provide a service-learning component to the youth served through this program.
• The program will ensure that youth complete their community service obligation in the time allotted by their department or court order.
- Restitution
• The program will provide pre-employment training for youth with restitution obligations.
• The program will provide job search assistance to youth with restitution obligations.
• The program will provide job coaching and supports needed to assist youth in maintaining their jobs.
• The program will manage a subsidized wage pool of at least $20,000 for hard-to-employ youth, with priority given to those struggling to complete restitution requirements and are at risk of extension, or youth under 16.
• The program will provide regular supervision and monitoring of youth and their work sites.
• In cooperation with the county district attorney’s office, the program will have mechanisms in place for the timely collection and disbursement of restitution payments to victims.
- Service hours/days
• The program shall be available Monday through Saturday, with weekday evening orientation sessions as needed.
