The Vendor is required to provide serving more than 3,300 people to develop risk and resilience assessments (RRA) that consider the risks to the water system from malevolent acts and natural hazards.
- Provide a comprehensive work in progress list; however, it should encompass enough detail to accurately reflect the respondent’s capacity to perform the work associated with the city.
- Identification and update of critical assets of the water system that could be impacted by malevolent acts and/or natural hazards.

• Contact information
• Physical barriers and security
• Source water
1. Pipes and constructed conveyances, water collection and intake
• Treatment
• Storage tanks
• Distribution system
• Electronic, computer or other automated systems
• Capital and operational needs for system functionality
• Malevolent acts
1. Monitoring practices
2. Financial infrastructure
3. Use, storage, or handling of chemicals
4. Operation and maintenance of the system
- Reassess the risk and resilience of each identified asset in the water system in terms of the following.
• Threat - natural or manmade occurrence, individual, entity, or action that has the potential to harm life, information, operations, the environment, and/or property.
• Vulnerability – likelihood of mitigation of a threat
• Consequence – financial impact of asset replacement
- Re-evaluate the highest risks to critical operations.
• Identify measures to reduce those risks.
