RFP Description

The vendor is required to provide that can monitor online platforms such as VRBO, AIRBNB, and others through automated web-based solutions to identify unlicensed short-term rental (STR) properties within the city full and limited-purpose jurisdictions.
- Key enforcement efforts include:
• Identifying recurring and overlapping listings;
• Correlating listings with appraisal data;
• Mapping trends in geographic concentration;
• Measuring overall compliance rate improvement through structured enforcement campaigns.
- These ordinances are intended to help the city fairly and equitably manage short-term rental properties across all areas.
- Web-based platform features
• Provide a secure, browser-accessible system with city-approved role-based access control
(RBAC).
• Deliver a modern, responsive interface optimized for desktop and mobile users.
• Allow for manual and automated data pulls from third-party listing sites - Data collection and listing scraping
• Scrape STR listing platforms in real time (minimum: daily updates).
• Extract listing details including:
○ Property photos, calendar, rates, booking windows, occupancy limits
○ Host contact info and account metadata (if publicly available)
○ Rental costs and related charges (e.g. cleaning fees)
○ Ratings and reviews
○ Listing descriptions, amenities, and policies
○ Check in/check out times,
○ Bedroom and bathroom counts
○ Geo-referenced addresses, including unit numbers and parcel overlays
○ URL/web address
- Property identification & evidence collection
• Capture date/time-stamped photos of advertisements listed without an active short-term rental license.
• Provide photos of evidence and correlate with websites (e.g., property appraisal districts, real estate listings) to confirm the property address and ownership for unlicensed advertisements.
• Deliver time- and date-stamped evidence packets with documents to support criminal misdemeanor charges for unlicensed properties.
• Identify property addresses and owners
- Real-time data visualization & reporting
• Create a real-time, interactive map to visualize properties, with filters for:
○ Property address, zip code, census tract, council district
○ Property type (e.g., single family, condo, etc.)
○ License type and status
○ Advertising platform
• Provide a reporting system allowing city personnel to generate reports on topics, including:
○ Total advertisement listings, licensed/unlicensed properties
○ Frequency and date range of listings
○ Listings by platform and other effectiveness measures
- Data management & notification capabilities
• Identify duplicate advertisements or multiple listings by the same owner across platforms.
• Identify and notify owners of unlicensed properties via mailed notices (regular and certified).
• Track notice delivery status.
• Store all notices in user account history and associate with mapped STR profiles. - Web access & security features
• Provide secure login access to city staff, including the ability to reset passwords and display data via web browsers and mobile-friendly formats.
• Allow the addition of new short-term rental platforms as they are identified for scraping.
- Additional data sources
• Pull data from other publicly available sources, including:
○ Appraisal district information (e.g., legal descriptions, owner details, tax parcel numbers)
○ Property tax records, exemptions, and appraisal values
- Jurisdictional & geographic analysis
• Distinguish between properties inside or outside the city full and limited-purpose jurisdiction.
• Enable real-time interactive mapping with geographic identifiers (e.g., zip code, council district, zoning district, etc.).
