The vendor is required to provide increased access to contracting opportunities for local, minority-, women- and disabled-owned businesses (m/w/DSBE), small business enterprises (SBES), and alternative diverse businesses registries recognized by the city.
- Provide a commercial printing and graphic design firm to create and produce the 2026 open enrollment materials for the city- administered health plan (cap) and retirees.
- Create and deliver high quality, professional and engaging 2026 open enrollment materials (guide, postcard, and newsletter) with experienced, customer focused project management, attention to detail, and on-time delivery.
- Postcard and newsletter (print): graphic design, layout, print ready electronic files, and print production, fulfillment and mailing of a 2026 open enrollment postcard and open enrollment newsletter.
- The selected printer must have pre-sort capabilities, including the ability to identify “bad addresses” prior to mailings.
- Open enrollment guide (online and print): graphic design (create new, distinctive “look & feel,” new color palette, and refresh layout); manage extensive rounds of edits and revisions to an existing multipage enrollment guide and inserts (adobe illustrator files); prepare pdf proofs; add/update hyperlinks; and deliver a final interactive pdf for online posting and navigation.

• Resizes the active guide, maintains relevant hyperlinks, and adds comprehensive toc.
• Reformats pages, charts, tables, carrier summaries to create an integrated guide.
• Edits the cover letter provided by the city.
• Reviews guide for consistent “look & feel;” utilizing the city’s consolidated content, edits and layout feedback, and updates the guide for professional appearance similar to the active guide.
• Provides final interactive pdf to the city.
