RFP Description

The vendor is required to provide transport services for solid waste, commingled recyclables, organic materials, and construction and demolition (C&D) debris from the culver city transfer station to various designated disposal and processing facilities.
- The selected contractor shall be solely responsible for furnishing all necessary personnel, vehicles, and equipment to perform the required services. 
- All transport vehicles must be alternative fuel trucks and must be properly maintained to ensure safe, reliable, and environmentally responsible operation.
- Requirements
• Dedicated fleet requirements
o The contractor shall provide a minimum of eight (8) dedicated tractors, eight (8) dedicated trailers, and one (1) end dump vehicle.
o Sufficient standby vehicles must be available at all times to ensure uninterrupted daily hauling operations.
• Equipment inventory
o At the start of the contract, the contractor shall submit a complete equipment list to the city, including a description, license plate or serial number for each vehicle and piece of equipment.
o This list must be kept current throughout the contract term.
• Vehicle compatibility and suitability
o All vehicles must be compatible with the weigh scales at the transfer station and at all disposal and processing facilities.
o Vehicles shall be suitable for transporting all material types and must include top-loading trailers with a capacity of 85–100 cubic yards, equipped with automatic ejection systems (or equivalent).
• Vehicle identification and safety
o All transfer vehicles (tractors and trailers) must display professionally stenciled 6-inch identification numbers in locations clearly visible to weigh station personnel. 
o These numbers must remain clean and legible at all times.
o Vehicles must be equipped with a tarping system to securely cover all loads during transport.
o Drivers must use the transfer station’s tarping station harness if climbing into the top of any vehicle is necessary. 
o Each driver must sign an acknowledgment form agreeing to comply with this policy.
• Compliance and conduct
o The contractor must comply with all operational rules and procedures at the transfer station and all designated disposal and processing sites.
o The tipping floor must be cleared of material daily.
o Vehicles must present a clean and professional appearance, comply with all over-the-road travel regulations, and be loaded within their design capacity.
• Fleet maintenance
o All trailers must be designed to prevent spillage and be maintained in good working condition.
o Vehicles must be registered with the department and comply with all applicable department.
o The contractor shall maintain an off-site vehicle maintenance facility. 
o No regular maintenance or repair shall be performed at the transfer station, except in emergency situations.
• Personnel qualifications
o All personnel must be properly licensed and qualified for their positions under applicable federal, state, and local laws.
o The contractor shall provide the city with copies of each vehicle operator’s current driver's license.
o The city reserves the right to verify driver qualifications and conduct background checks as needed.
• Weighing and documentation
o The contractor shall establish the tare weight of each vehicle.
o The transfer station’s weigh scales shall serve as the primary system for recording the weights of all outbound loads.
o Rolling stock and equipment may not be stored at the transfer station.
o The contractor and any subcontracted haulers must maintain all tracking and tipping documents. these documents must be submitted with each invoice for billing purposes.
• Accidents and emergency response
o The contractor must report any accident or damage that occurs at the transfer station, disposal or processing facilities, or route to and from these locations. 
o A written accident and damage report shall be submitted to the city.
o Emergency response for vehicle breakdowns or spills must be provided within one (1) hour of the incident.
• Facility coordination
o The contractor shall deliver materials to disposal and processing facilities as directed by the city. these sites may change during the term of the contract. 
• Service capacity
o The contractor shall provide sufficient personnel and vehicles to accommodate all materials delivered to the transfer station. 
o The city makes no guarantee of fixed tonnages, and material quantities may fluctuate.
