RFP Description

The Vendor is required to provide health director, medical director, dental director, personal health services director, and health department staff to analyze clinical staffing needs and process improvements or approaches that will improve the efficiency of clinical operations and reduce staffing pressures.
- Specific areas to be assessed include:
• Administrative tasks – review of current staff utilization, appointment scheduling process, billing, managing patient records, and regulatory compliance.
• Opportunities to draw down and collect additional revenue.
• Strategic tasks – review of staffing capacity, budgeting, business strategy and marketing of service lines.
• Other tasks – evaluation of workflows, coordination of healthcare team activities, medical supply ordering, and maintenance of equipment.
• Practice compliance – adhering to all applicable laws, regulations, policies, and procedures, including act compliance regulations.
• Assessment of the physical space for operational efficiency.
- Services include:
• Background information such as a profile of department medical and dental clinics, a review of the current schedules utilized in the clinics, a calculation of average annual staff coverage, and net annual work hours.
• An evaluation of the current department medical and dental clinic staffing plan that is consistent with the current average workload; future expansion of available client appointments and clinical services; mandatory standards, policies, and agreements; and best practices in a local health department setting.
• Identification of all services and the number of hours per day/ number of days per week the services need to be staffed for department to effectively meet the needs of the community, utilize assets, and incorporate best practices.
• Analysis of additional opportunities to collect revenue for services.
• Calculation of a relief factor that considers benefit time, holidays, military leave, sick leave, medical disability, act, workers compensation, unexcused absences, training, etc.
• Analysis of how other department activities may be impacting staffing requirements and recommendations on best practices to meet those requirements.
• Workflow and process improvement analysis of department operations from reception, scheduling, processing client records and reports, information flow between clinic stations, direct client care, check-out procedures, current and future programming for community needs, and other areas that could increase the overall efficiency of department clinical operations.
• Assessment of the physical space(s) to determine operational efficiency for both clinical settings.
• Review of the electronic medical records/ data management system and its impact on efficiency, productivity, quantitative and qualitative analysis of department medical and dental clinics and recommend improvements.
• Maintain ongoing communications with the health director, medical director, dental director, and the personal health services director about the analyses to aid in understanding and ownership of the final product.
