The vendor is required to provide strategic financial plan for county health system that will complement and build upon the existing strategic financial plan, the 2026-2030 strategic plan that is currently being developed, and the existing 2021-2025 strategic plan.
- The strategic financial plan will reflect implementation of the strategic plan and strategic facilities plan, program/service line development, and incremental growth and enhancement based upon the strategic capital program supported by the 2023 bond referendum in county.
- Financial staff and financial advisors, chief operating officer and the facilities team, executive team, hospital and ambulatory leadership, physician leadership, and other designated individuals as appropriate to develop an updated, editable strategic financial plan, resulting in a completed strategic financial plan no later than September 2026.
- The strategic financial plan should position county health system to achieve its short- and long-term financial goals;
- The strategic financial plan should be based on county health’s strategic plan and strategic facilities plan;
- The strategic financial plan should be in a format that is easily updated so that county health can make adjustments as strategic priorities or the environment/landscape shifts; and
- The strategic facilities plan should be done in county health’s long term financial package (city axiom city hall) or must be easily transferrable to said system.
- The strategic financial plan, however, the plan is not limited to these issues.
- The plan should be designed to be flexible and adaptable to address other relevant concerns that may emerge.
- Development of operational proforma for a level 1 capable trauma center and additional clinical services such as interventional cardiology and interventional stroke on the city campus;
- Development of operational proforma for net new ambulatory clinics and expansion and/or consolidation of existing ambulatory clinics;
- Development of operational proforma for new services and expansion of existing services such as urgent care, behavioral health, oncology, and others;
- Development of industry-based savings and efficiency opportunities to achieve long-term financial objectives;
- All proforma deliverables must focus on incremental operational cost as well as total cost of new facilities beyond the current baseline;
- Deliverables must identify incremental and total costs starting at the individual unit level (e.g., hospital inpatient unit) upward and utilize existing statistical metrics of county health.
