RFP Description

The vendor is required to provide individual wraparound peer support and evidence based cognitive behavioral interventions to department clients ages 18 and over who are engaged in the strategic treatment and engagement program (STEP).
- The strategic treatment and engagement program (STEP) is an innovative program tailoring behavioral health treatment, pro-social habilitation, adaptive habilitation, and supervision services to the criminogenic risk level and criminogenic needs of the individual participants.
- STEP relies on a multidisciplinary team approach to ongoing case management.
- goals of the curriculum should include:
• reducing recidivism
• Increasing prosocial behavior, employability skills and self esteem
• Substance abuse support
• Trauma informed practices and services
• Culturally responsive treatment and mentoring
• Providing tools for lasting behavioral change
• Support in building on protective factors in developing “recovery capital”.
- Capacity and length of service
• A capacity to serve approximately 30 STEP court participants monthly. length of service may vary by individual participant. 
• The length of service is determined by participants’ needs for service and duration of the identified curriculum(s). 
• Contractor and STEP court team shall discuss if participants will engage in more than one curriculum.
1. Referrals
• All referrals to contractor shall be received from a STEP court team member, most often the supervising probation officer.
2. Intake
• Unless there are issues precluding the potential client from attending (i.e., still incarcerated), contractor shall conduct the initial meeting with client within ten days of referral. intake information shall be uploaded to specialty court management system (SCMS) and provided to the probation officer within one week of the initial meeting.
3. STEP court services
• Contractor should offer an established, evidence-based curriculum to STEP clients. 
• Curriculum should include cognitive behavioral programming in both individual and group formats. 
• Provide the po with a copy of the recommended curriculum once it is known.
provide services based on the client's individual risk assessment and criminogenic needs.
• This shall include a pre-test for criminogenic thinking and skill development.
• Develop an individualized case plan within one month of the initial client meeting
• Pre-test and post-test data should be uploaded into SCMS and shared with the probation officer within one week of the test being administered.
• Services should be focused on prosocial habilitation. 
• Criminal thinking curriculum such as MRT, thinking for change or any other manualized cognitive behavioral therapy focused on thinking errors is preferred.
- All cognitive behavioral therapy (CBT) groups must be evidence-based, manualized and facilitated by staff training in the specific curriculum.
- Interventions should be tied to THE level of service and case management inventory (LS/CMI) assessment, women's risk needs assessment (WRNA) or other recognized risk instrument.
- STEP court serves marginalized, underserved and vulnerable populations, including black/African american, indigenous persons, Latino/Hispanic, Asian, pacific islanders, LGBTQ+ persons, substance-use disordered persons, and those suffering from mental illness such as anxiety, depression and PTSD. 
- The necessary tools and experience to ensure equitable service for these and all other clients.
- Data collection and submission
• Contractor will be submitting a monthly spreadsheet to the department of research and planning (rap) unit by the 15th day of the month after the reporting period (i.e., July 15th for the month of June). 
• The spreadsheet shall include data to be determined at the time of contracting.
• This should include quantitative data around the number of contacts and completion of evidence-based curricula, as well as qualitative data around the individual’s engagement.
- Contract Period/Term: 2 years
