RFP Description

The Vendor is required to provide the District with substitute teachers and various miscellaneous staffing. 
- Staffing categories may include, but are not limited to, substitute teachers for grades pre-k thru12, instructional assistants, paraprofessionals, secretaries, health room assistants, custodians and others as required.
- Staffing needs may be preplanned or may occur at the last minute.
- Ensure that every classroom/location needing a substitute is appropriately staffed each day with qualified personnel.
- Services include:
• Recruiting and training all candidates
• The employer for all purposes regarding pay, withholdings, unemployment compensation, benefits (including any and all affordable care act requirements) and workers' compensation
• Developing a recruiting strategy customized to the district
• Screening candidates to ensure compliance with state law, department, district policies and district background screening requirements
• Training of candidates in areas such as blood borne pathogens; attendance policies; title ix and sexual harassment; discipline; mandatory reporting; student neglect or abuse; school safety and individual school building policies such as playground/active supervision; anti-bullying; orientation program regarding the district's classroom management systems such as lesson plans, grades, etc.; any and all other training related to the candidate's duties as a substitute teacher.
• Utilization of a system such as absence management by frontline technologies for scheduling and tracking of call outs, and teacher fill rate with the ability to interface with district financial software (Tyler technologies munis) 
• A guaranteed fill rate of eighty five percent (85%) at the minimum, as determined by the 2025-2026 school year
• Ongoing recruitment to ensure that an adequate number of substitutes are available to meet the daily vacancy rate
• Provide dispatch services, both live and automated, from 5:00 a.m. (ETS) until 10:00 p.m.
• As part of the comprehensive business solution, the contractor shall provide one full-time on-site staffing liaison. 
• Workspace for the liaison will be provided by the district. 
• This liaison will report to the assistant superintendent of personnel and administration or his/her designee. 
• This reporting relationship is for communication and coordination and is not intended to create an employer and employee relationship between the contractor’s staff and district schools.
