The Vendor is required to provide emergency shelter support services for households experiencing homelessness.
- Support Services
• Support services are defined as supports to assist households in moving out of shelter and into permanent housing, as well as other critical supports needed to help access housing. Examples of services include, but are not limited to:
• Housing case management
• Behavioral health supports
• Targeted services for older adults
• Employment and training services

1. Support services for adult men experiencing homelessness utilizing emergency shelter
2. Support services for adult women experiencing homelessness utilizing emergency shelter
3. Support services for families with minor dependents experiencing homelessness utilizing emergency shelter
- Services include:
• Housing first approach: align support service eligibility criteria, policies and practices with a housing first approach so that anyone experiencing homelessness can access services without prerequisites, make services voluntary, and assist people to access permanent housing options as quickly as possible.
• Safe & appropriate diversion: provide diversion and rapid resolution services to find safe and appropriate housing alternatives to entering shelter through problem-solving conversations, identifying community supports, and offering lighter touch solutions.
• Immediate & low-barrier access: ensure immediate and easy access to shelter support services by lowering barriers to entry.
○ Eliminate sobriety and income requirements and other polices that make it difficult to enroll in services or access housing and income supports.
• Housing-focused, rapid exit services: focus services for shelter guests on assisting people to access permanent housing options as quickly as possible.
• ensure client-centered: provide services that are culturally responsive, trauma-informed, and are designed to the unique needs of diverse populations.
• Data to measure performance: measure data on percentage of exits to housing, average length of stay in shelter, and returns to homelessness to evaluate the effectiveness of shelter support services and improve outcomes.
○ Maintain a data quality score of 98% in HMIS.
• Exit to permanent destinations outcomes:
○ 30% for single individuals (households without children)
○ 70% for families (households with children) and unaccompanied youth
• Average length of stay: 90 days or less.
