The vendor is required to provide from consulting firms who have experience with development of plans and contracts for solid waste management, recycling management, and general municipal transfer station operations.

1. Management and disposal of municipal solid waste plan
• The consultant selected to provide these services must completely understand the current operations and processes involved at the transfer station.
• All information and data that is significant is expected to be compiled and utilized, the consultant is to work with the town to refine or clarify the information.
• The consultant will conduct a kickoff meeting with town officials to discuss the town's goals and concerns.
• The consultant will be responsible to assess market conditions, including assessment of economic risks associated with the strategic waste management plan.
• The plan should also identify areas of deficiencies with the current process and provide solutions to improve them.
• The plan should also include new ideas to incorporate sustainable practices into the transfer station operation.
• The plan should be built taking in consideration economics and market conditions, environmental impacts, community impacts and risks.
2. Preparing documents
• After completion of the work outlined is complete the consultant will be required to prepare the plan and associated documentation.
• These documents are to be submitted to town officials for their review and comment.
• All comments will then be addressed to and implemented accordingly.
• Once the plan is approved by town officials, the consultant will be required to provide bid phase support to the town, attend any necessary meeting, answer RFI.
