The vendor is required to provide purchasing, installation, and configuration of unified telecommunications system.
- The comprehensive migration of the on-premises systems to the cloud while ensuring the retention of existing front-end usability and hard phone devices.

• ISP: 1 GBPS dedicated fiber (symmetric up/down) fiber is MPLS layer 2 layouts with city hall being the primary DMARC of internet to all other city buildings.

1. Telephony infrastructure
• Transition all PRI-based voice circuits to sip trucking, retaining current did structure
• Migrate call routing and dial plan configurations to a compatible sip-enabled PBX (on-premises or hosted)
• Maintain or integrate current voicemail (Callxpress) or recommend modern equivalent
• Maintain current call center functionality for Akkadian or propose sip-compatible replacement
2. Hardware and compatibility
• Retain cisco 8841 and 8861 phone models
• Upgrade all cisco 7965, 7911, and 7937 phones to 8800 series (e.g., 8841, 8851, or 8861)
• Ensure full compatibility between the new system and existing endpoints
• support cisco IP phone paging and intercom capabilities
• System must support both power-over-ethernet (POE) and 802.1q VLAN configurations
3. SIP trucking and internet connectivity
• Sip trucking provider should support high availability and secure encrypted call transport
• Utilize existing 1 GBPS fiber circuit for VoIP traffic
• Propose QoS standards for IP voice to MINIMIZE latency and jitter
• Recommend sip session border controller (SBC) hardware/software if needed
4. Emergency services (e911)
• Solution must meet Kari’s law and ray BAUM’s act requirements for e911
• Configure automatic location identification for phones across different sites (city hall, fire station, marine safety)
• Solution should support emergency call routing even in failover mode (i.e., via redundant internet/wan path)
5. Paging system requirements
• Maintain current desk phone-based paging functionality
• Paging must support:
o Group and zone-based broadcasts
o One-to-many announcements 6. Interactive voice response (IVR)
• The current Callxpress system supports an IVR menu for public-facing lines
• New system must replicate this functionality or support seamless migration of:
o Menu trees
o Call routing rules
o Business hours scheduling
o Voicemail routing
• Include support for customization and expansion of IVR menus
• Integration with call center queues and voicemail deposit is required
7. Softphone & microsoft teams’ integration
• Proposed solution must include support for desktop/laptop-based softphone clients
• Softphone software must allow:
o Extension dialing
o Call transfer/forwarding
o Voicemail access
o Soft paging if available
• Integration with microsoft teams’ phone is preferred:
o Options to use teams as the primary softphone via direct routing or operator connect
o Retain full PSTN calling and voicemail features
o Presence syncing with teams’ status
• Mobile app access (iOS/android) is highly desirable for field personnel
8. New site installation (marine safety & fletcher cove community center)
• Install 6–8 new IP phones at marine safety site
• Install 1-2 new IP phones at fletcher cove community center
• Integrate phones into the central call routing and paging system
• Configure site-specific VLAN, PoE switches if needed
• Ensure full connectivity to sip and 911 call routing.
