The Vendor is required to provide vendor online application system solution for renewals and new vendor employees seeking certification.
- The vendor online application system should provide, at the minimum, the following features:
• Single integrated platform; the system must be on a single platform accessible by agency staff and applicants containing all of the various forms and attachments that are required to be submitted.
• Multiple secure logons for a single applicant entity; applications for a single corporate entity are submitted by multiple users and each must have a secure login utilizing industry standard MFA; users must be able to be controlled by an administrator account that enables agency staff edit user accounts and to restrict access to certain accounts; each agency user account must be able to view all submissions.
• Security of submissions and data; the system must encrypt all data during upload to the portal and download to the agency secure file storage; all copies of submitted data must not remain on the vendor’s system in cloud or other storage maintained by the software vendor.
• Application updates; the system must have a user interface that allows agency staff to create new forms and edit existing forms without involvement by the software vendor other than for troubleshooting and assistance as requested by agency staff.
• Fillable online applications with error checking; the system must allow for the applications to be completed online with no need to print any paper documents. the system must also have error checking including disabling submission if sections are not complete, disabling submission if noted attachments are not included and validation of data within the form (i.e., if a phone number is requested, only numbers can be entered, etc.)
• Saving of application progress; the system must allow a user to begin an application, save progress and return to the application in progress at a future date.
• Save and track changes between application submissions; the system must allow updating of previous application submissions.
• Email responses; the system must be capable of providing customizable, automated email feedback to agency staff and applicants regarding application status, due dates and custom messages.
• Report generation; the system must be capable of generating custom reports on any submitted data.
