The Vendor is required to provide a comprehensive staffing study to evaluate current staffing levels, organizational structure, workload distribution, and operational efficiency across all departments.
- The goal is to ensure staffing resources are effectively aligned with service demands, strategic priorities, and long-term sustainability.
- Project Initiation and Planning
• Participate in a project kickoff meeting with city leadership and designated stakeholders. (Virtual or in-person meeting will be determined upon mutual agreement between the city project manager and consultant).
• Confirm project scope, deliverables, timeline, and communication protocols.
• Review background materials including organizational charts, department budgets, strategic plans, job descriptions, and performance reports.
• Prior to the review of job descriptions and employee interviews, the consultant shall meet with department heads and other supervisory staff to assist in the development of communication materials to explain the planned study and to describe the process and potential outcomes.
• Conduct on-site orientation and briefing sessions for all employees covered within the scope of the study.
- Data Collection and Review
• Gather and review quantitative and qualitative data related to current staffing levels, fte allocations, job classifications, and workload indicators.
• Conduct interviews or focus groups with department heads and key personnel to understand operational needs, service delivery models, and areas of concern.
• Identify metrics or operational data that reflect workload (e.g., call volume, cases processed, permits issued, inspections completed).
- Functional and Organizational Assessment
• Evaluate the current organizational structure, span of control, supervisory ratios, and distribution of responsibilities.
• Identify inefficiencies, service gaps, duplication of effort, or opportunities for process improvement.
• Assess use of technology and automation and its impact on staffing needs.
- Benchmarking and Comparative Analysis
• Compare staffing levels and structures with similar sized municipalities providing comparable services.
• Identify best practices and industry standards relevant to municipal operations.
- Future Needs and Strategic Alignment
• Project future staffing needs based on anticipated changes in population, service delivery, regulatory requirements, and organizational goals.
• Address succession planning, training needs, and workforce development considerations.
• Assess how staffing supports equity, responsiveness, and operational resilience.
