The Vendor is required to provide a comprehensive Employee Assistance Program (EAP) for its employees.
- Such EAP services shall provide confidential assessment and referral services as well as related short term counseling services to participating employees whose work performance may be affected by alcohol or drugs, family problems, legal/financial problems, behavioral problems, and/or physical and emotional illness.
- Services are also to be provided to family members of participating employees.
- Services shall also include management consultation regarding workplace issues.
- Employee participation may be voluntary or by supervisor/management referral.
- The EAP:
• Promote the EAP by informing employees about the services available through the program, using onsite group meetings, dissemination of written publications and website materials.
• Train and consult with supervisors and managers in conjunction with designated Human Resources staff regarding EAP procedures and referral techniques.
• Provide confidential assessments, interviews, and limited counseling services for both voluntary participants and those who are referred by the supervisor.
• Provide quarterly reports (due by the 15th day of the month following the close of the quarter) that provide basic demographic data, utilization rates (Clinical Case Use Rate, People Use Rate, Total Activity Use Rate), types of presenting problems, interventions, services utilized and outcome evaluations, trends emerging from the data, along with conclusions and recommendations.
• In conjunction with the designated Human Resources staff, establish and periodically meet with the respective EAP Advisory Committee(s) to discuss policies, problems, progress, or other program issues.
• Evaluate and develop cost effective, relevant community resources for employee referral.
• In conjunction with the designated Human Resources staff, develop program effectiveness metrics within thirty (30) days of contract effective date. Provide quarterly reports on program operation and progress.
- Provide secure telephonic and virtual/video counseling services accessible through desktop and mobile platforms.
- Must provide addiction/recovery counseling and referral services regarding, but not limited to, subjects relating to chemical dependency, mental health, eating disorders, gambling or other topics to be determined by Human Resources.
- Must provide free legal consultation via telephone or in person. If legal work beyond initial consultation is desired, the EAP provider shall refer the employee to an attorney for further services at the employee’s expense.
- Must provide financial consultation regarding issues such as family budget, financial crisis, buying a home, college funding or other related topics to be determined by Human Resources.
- Must provide management consultation and training regarding workplace concerns such as disciplinary problems, employee performance, job performance, discrimination, conflicts in the workplace, tardiness and other related topics as determined by Human Resources.
- Must provide consultation and referrals regarding childcare, child care needs, daycare/summer camps, elder dependents and disabled adults. Assessments for specific needs should be made available to the employees.
- The designated Human Resources staff shall review and approve any printed or promotional material to be distributed to MTC personnel prior to distribution.
- Provide quarterly reports (due by the 15th day of the month following the close of the quarter) that provide basic demographic data, utilization rates (Clinical Case Use Rate, People Use Rate, total Activity Use Rate), types of presenting problems, interventions, services utilized and outcome evaluations, trends emerging from the data along with conclusions and recommendations.
