The vendor is required to provide a Software as a Service (SaaS) platform and provider for the implementation and ongoing support of an enterprise risk management (ERM) module and a Risk Management Information System that include:
- Must be a true unified, multi-tenant software as a service (SaaS), cloud-based single active platform designed specifically for risk, claims, policy, and loss/safety data management, analysis, and workflows.
- Must serve as a single active software platform for an integrated ERM, risk, insurance, claims, and business continuity solution, ensuring that data is not siloed.
- Must have the ability to seamlessly add additional platform/modules over time; ability to add and associate business continuity activities within the same platform.
- Must adhere to a SaaS update/release cycle of approximately every 10-12 weeks, prioritizing software platform stability by preventing large-scale upgrades and concentrating development on a single system; this schedule must meet our evolving needs and enable us to benefit from prompt critical feature and security updates.
- The software platforms must offer maximum flexibility, allowing us to customize forms and fields to match our procedures and terminology without incurring additional costs.
- We must be able to utilize the design tools provided to make these changes, which do not require any coding or technical skills, thereby reducing the total cost of ownership.
- All user changes made to the software platform are done through the user interface, require no special code, do not impact future enhancements, and are immediately available on all dashboards and reports.
- All dashboards and reports must be integrated into the application and do not require user to use third party tools to create/develop reports.
- Must employ multiple continuous protocols to ensure the system is always available to client users; servers load-balanced to ensure that no server is overwhelmed, and data is mirrored in real-time to a separate server for complete fail-over capability.
- Client data backed up at specified intervals as an additional precaution.
- Platform built to be fast; vendor manages server usage to identify potential sources for processing bottlenecks.
- Flexible and scalable platform: securely integrate with other applications and adapts in real-time to changing circumstances; ability to bring in additional data from other systems or need to add functionality due to changing business objectives; platform must scale to our needs and be a highly configurable solution.
- Supports the use of single sign-on (SSO) authentication for system access.
- The RMIS functionality is part of the same software platform where ERM and business continuity data resides, allowing for a holistic view and connections between insurable and non-insurable risks.
- Insurance management element must have the ability to include incident intake (web and mobile app), claims administration, policy management, exposure tracking – construction/occupancy/protection/exposure (cope), property, revenue, payroll, employee demographics, observations, allocations & total cost of risk (TCOR), certificate of insurance tracking & requests, and contract management.
- ERM functionality with a holistic view of risks and controls that associate seamlessly in one platform; adaptable solution that proactively addresses the unique risks for an organization.
