The Vendor is required to provide a drone fleet management solution to include but not limited to mission planning and execution workflows, pilot tracking, maintenance tracking, and overall program management.
- Software as a Service is a software delivery model in which agency uses the provider’s (e.g., Data Center Services) Service Provider or another third-party provider application s hosted on the provider’s cloud infrastructure.
- The software and associated data are centrally hosted on the cloud.
- Agency does not manage or control the underlying cloud infrastructure including network, servers, operating systems, storage, or even individual application capabilities, with the possible exception of limited user-specific application configuration settings.
- The applications are accessible from various client devices through a thin client interface such as a web browser.
- Implement and deploy web-based a solution in accordance with the Functional and Technical Requirements Schedule.
- Provide administration, help desk, maintenance and technical support services and all labor, materials, and equipment necessary to meet requirements of the specified services throughout the term of the contract.
- Provide the software, maintenance and software support, including appropriate licenses, patches, upgrades and fixes, with all hosting and hosting related services, including facility, hardware, infrastructure, network management, system administration, backup and recovery, database management, security management and disaster recovery fail over as part of the SaaS service.
Effectively communicate with all groups related to the project.
- Identify which products or services will be provided by a subcontractor.
- Comply with all laws, ordinances, statutes, and regulations pertaining to the services requested herein, and must obtain such permits, licenses or other authorizations as required.
- Designate the specified personnel with the listed qualifications.
- Utilize employees that have experience in working in a cooperative team environment.
- Have available additional staff or subcontractors to respond to multiple requests for services simultaneously, as requested by the designated agency representative, on an as needed basis
- Begin work within 10 business days after the issuance of the contract.

- Provide a project organization chart (hierarchy from project sponsor to the sub-level of the project team); project roles and responsibilities of each team member (include both core and any extended team). Include project escalation team members and their contact information.
- Provide a change control process that includes:
• Timeframes for resolution, responsible parties, and specific steps to be taken on issues or disputes arising during the implementation process, including approval and escalation procedures.
• A change control plan that includes change identification, tracking, and change management processes that adhere to Information Technology Infrastructure Library (ITIL) principles.
• Identification of responsible parties to approve all changes.
• Change management reporting that includes software output, milestone charts, and resource usage. Timeframes for resolution, responsible parties, and specific steps to be taken on issues or disputes arising during the implementation process, including approval and escalation procedures. - Provide an infrastructure test plan that must include, but not be limited to the following:
• Performance testing to ensure integrated system satisfies service level targets under normal workloads.
• Load testing of the application to determine highest number of users where the system can still function prior to failure.
• Stress testing of the application to determine failure point of the system under extreme levels of usage.
• Test results of each Infrastructure test phase
- The Software Maintenance and Support must include:
• Software technical support, software upgrades and fixes.
• A Maintenance Agreement to provide a planned maintenance, upgrade, and data management strategy.
• Software upgrades, maintenance, troubleshooting and fixes and data management activities using qualified technical staff.
- Help Desk Support: Provide a Help Desk ticketing system, software technical support and Incident Management troubleshooting process and hours of availability.
- Risk Management Plan: Provide a comprehensive and clear strategy for identifying, tracking, assessing, reporting, managing, and mitigating risks and finalizing issues, to the extent possible for each project phase.
