The Vendor is required to provide a cloud based electronic medical records/electronic health records system with a practice management component for its clinical and nursing practice.
- The System will replace existing clinical and nursing program management systems and provide functional ability to integrate electronic prescriptions (“e-prescriptions”), medical billing functions and external data exchange for various nursing programs.
- The County a cloud based comprehensive Electronic Medical Records/Electronic Health Records System and Practice Management System to integrate clinical workflow, patient records, patient registration, scheduling, e-prescriptions, and external data exchange, electronic posting of insurance payments, internal email, data export, reporting, scanning, imaging, faxing, insurance card scanning, real-time insurance coverage verification, electronic patient statements, and medical billing functions.
- Regulatory Compliance and Core Clinical Functionality
• Comprehensive clinical workflow management and complete electronic patient medical record documentation, including diagnosis, testing, treatment, medication management, and prior history.
• Practice management, document management, patient registration, scheduling, appointment management, and communications functionality.
• Integrated prescription management and electronic prescribing with HIPAA-compliant signature capability and laboratory order/result management.
• Real-time insurance eligibility verification, insurance card scanning, electronic posting of insurance payments, and integrated billing management supporting medical insurance, third-party payers,
• Medicare/Medicaid, and patient self-pay.
• Ability to process credit and debit card transactions.
• Imaging, scanning, faxing, internal secure messaging/email, data export, and reporting/analytics functionality with real-time and scheduled reporting capability.
• The System must support Single-Sign on (SSO) with Entra ID for MFA.
- Public Health Program Management and Case Tracking
• Patient and program tracking capabilities supporting Ulster County Public Health operations, including but not limited to:
• Immunization services
• Public Health Preparedness
• Communicable Disease
• Emerging Disease
• Collaborative Outbreak Response (CORE)
• Sexually Transmitted Infections (STIs)
• Maternal and Child Health Home visits

- Case-management workflows supporting lifecycle tracking, documentation, follow-up, and outcome monitoring across the above program areas.
- Time and effort tracking for staff activities, including documentation of travel time, odometer readings, and mileage.
- Tracking of vaccine lot number, expiration date, manufacturer, and usage history.
- Task management, reminders, and follow-up alerts related to clinic operations, inventory checks, and patient care activities.
