The Vendor is required to provide personal property appraisal software, data collection and valuation services on an in-house basis.
- Requirement:
• The cloud-based personal property appraisal software must at a minimum offer the following:
o An integrated report writer that can create custom reports using any fields within the database.
o The ability to print the forms of list for all accounts.
o All pertinent information must be integrated onto these forms.
o Upon conversion to this software, automatic frozen files must be established for each previous fiscal year going forward.
o Google map link to view the particular personal property account.
o Must offer unlimited software support to clients during business hours
• The contractor will collect, (by on-site inspection) and value approximately 500 personal property accounts each year in the city, in an effort to recollect all new and existing personal property in the city over any given three-year period, fiscal year 2027, 2028, and 2029.
• Any system changes required and updated pricing tables shall be the responsibility of the contractor.
• Provide all necessary computer and appraisal consulting services to facilitate any system changes.
• Identify owners of personal property located in the city as of January 1, 2026, 2027 and 2028.
• The company shall verify and inspect all accounts taxable, non-taxable or exempt and shall state the reason for each account classified as either non-taxable or exempt.
• Non-taxable accounts shall be identified with NTV indicating inspection and no indicated value.
• The company will be responsible for all data entry and report generation.
• Guarantee that all information will be provided, from the current personal property software, in a format compatible with the tax billing system to be utilized by the city.
• The board of assessors and the contractor shall cooperate in maintaining good public relations throughout the period of this project.
• All public information activities should emphasize the responsibilities of the various participants, the appraisal methodology employed, and the overall goals of the project.
