The Vendor is required to provide for managing the full lifecycle of the department’s intellectual property (IP) assets and associated activities.
- In addition to managing IP assets, office oversees a broad range of agreements related to research and commercialization, including but not limited to material transfer agreements, confidentiality agreements, collaborative research and development agreements, and licensing agreements.
- The existing system lacks the integration and functionality required for modern IP lifecycle management. Agreements, licenses, patents, and invention disclosures are maintained in separate modules, with no ability to link or view related records in a unified manner.
- The current system also lacks the ability to systematically capture and track promotional efforts, such as market assessments and outreach to potential partners, creating a gap in office ability to evaluate and report on the full impact of its commercialization initiatives.
- Users must rely on external business intelligence tools, such as Cognos, to generate reports and extract operational insights.
- This adds complexity and reduces responsiveness, particularly when ad hoc reporting or cross-functional analysis is needed.
- Provide a cloud-based, IP-specific software-as-a-service (SaaS) solution that enables full lifecycle management of all IP-related records within an integrated and connected environment.
- The desired system must support advanced, user-friendly reporting features comparable to those offered by external BI tools, enabling users to generate custom reports, track key performance indicators, and gain real-time visibility into IP portfolios without requiring additional software.
- The solution must provide integrated support for the full IP lifecycle, including invention disclosure, protection (e.g., patents, plant breeders' rights), licensing, management of agreements management, royalty tracking, and compliance monitoring.
- These types of records include but are not limited to:
• Research agreements
• Licensing agreements
• Patent, trademark, PBR protection
• Invention disclosures
• Royalty payments
• Analytics and reporting
• Marketing and promotional activities
- System must have a proven track record of implementation in IP offices, technology transfer offices, or research institutions with comparable IP portfolios.
- System must include built-in reporting functionality that enables users to generate reports directly within the platform without relying on external business intelligence tools.
- The system must allow authorized users to create and save custom reports using selectable parameters across all record types, including but not limited to the examples listed in MC1. Users must be able to filter, sort, and group data.
- The system must support export of reports in common formats (e.g. Excel, PDF) for offline analysis and sharing.
- System must allow for scheduled or automated report generation (e.g. email or dashboard alerts).
- System must be compatible with Windows 11 OS.
- System must be compatible to operate on Microsoft Edge or Google Chrome web browsers, or both.
- System must enable seamless storage and retrieval of SharePoint Online document URLs.
- System must be capable of capturing current metadata from the existing CCM Enterprise platform.
- The system must include configurable workflows tailored to common IP management processes, such as invention disclosure review and road maps, documentation of marketing related activities, IP protection – patent, PBR, and trademarks, agreement process stage tracking including approvals and signatures, and royalty collection.
