The Vendor is required to provide enterprise resource planning (ERP) systems and municipal digital transformation initiatives including demonstrated expertise in technical requirements gathering, business process analysis, and supporting the evaluation and selection of ERP software development and implementation firms.
- Strictly an information gathering exercise intended to:
• Identify qualified consulting firms capable of supporting pre-procurement planning and ERP readiness activities.
• Gather insights, industry standards, and best practices related to ERP requirements development, process harmonization, and multi‑entity ERP scoping.
• Obtain indicative cost estimates to inform budgeting for the formal proposal process.
- Reviewing current business processes, workflow and system operations across all functional areas, including but not limited to finance, general ledger, accounts receivable, accounts payable, budgeting/forecasting, payroll, property taxation, utilities billing, cash receipting, bank reconciliation, financial reporting, asset management, animal licensing, business licensing, and interfaced or integrated software such as recreation systems (e.g., XplorRec, FinnlySport), cemetery management (Stone Orchard), work order/automation systems (Strong Automation), PSD Citywide, or HRIS platforms (BambooHR, MyWay, Univerus), as well as the development of the needs associated to a new citizen portal and Asset Management systems, services across all participating municipalities.
- Identifying functional gaps and inefficiencies in current systems and opportunities for harmonization across municipalities.
- Working with each municipality to align functional requirements, business process expectations, and the consolidated scopes of work for the ERP proposal.
- Ownership Models, Procurement Structures & Cost‑Sharing Considerations
• Provide recommendations on potential ERP procurement and ownership models suitable for a multi‑municipality initiative, including but not limited to municipal‑owned solutions, vendor‑hosted SaaS, shared‑services models, and hybrid approaches.
• Identify the advantages, disadvantages, risks, and long‑term implications of each model, including governance, sustainability, cost‑sharing, and scalability.
• Advise on how the proposal should be structured to support the recommended model, including any required contractual, technical, or operational considerations.
• Provide guidance on how municipalities may share deliverables, specifications, or future ERP solutions with other municipalities, and how such sharing may impact cost allocation or procurement strategy.
• Confirm awareness of municipal‑owned or shared‑ownership models and provide insight into when such models are appropriate, feasible, or beneficial.
