The Vendor is required to provide inmate banking and commissary ordering software, intake/kiosk bail bond services, secure release services (debit card program), inmate phone services, video visitation system, commissary services, and inmate vending services to the incarcerated population seven (7) days a week, 365 days a year at the county
- The commissary and inmate vending services are commission based, with commissions calculated on the gross revenue generated from these services.
- Provide a guaranteed availability for cloud-base downtime due to the critical operation at the Corrections facility.
- The County may wish to execute a Service Level Agreement during contract negotiations to include
• Incident severity levels (Critical, High, Medium, Low),
• Target response times and resolution times for each severity level,
• Monitoring and reporting obligations, and
• Remedies for non-performance.
- Provide the Inmate Banking and Commissary Ordering Software, Intake Kiosk/Bail Bond Services, and Secure Release Services (Debit Program). The Proposer or its subcontractor(s) may provide the remaining services as needed to ensure a full system integration.
- Provide the following additional related services: Inmate Phone Services, Video Visitation System, Commissary Services, and Inmate Vending Services, provided that all systems are fully integrated, interoperable, and ADA-compliant where applicable.
- One (1) on-site management staff dedicated exclusively to providing commissary services.
- The inmate trust fund software accounting system shall enable the County to establish an individual account for each new inmate to include:
• Inmate Name, Name Number and Housing Location
• Last known address
• Booking Date
• Sex
• Date of Birth
• Aliases, if any
• Ability to modify documentation for new arrivals which have been previously incarcerated
- Deposits of money recorded into these accounts are usually received from the inmate when incarcerated, from family members or friends.
- Withdrawal of funds from these accounts are usually made to pay for items, such as commissary items, phone charges, fee implementation, or returned to the inmate via a debit card when released from the Facility.
- This system should also allow for checks to be issued to inmates and bank reconciliation to be performed.
- The inmate trust fund software accounting system shall manage inmate payments for commissary charges, and fees, for example: daily subsistence fees, medical fees, etc.
• Accounting system shall provide options to pause or stop daily subsistence fees.
• Accounting system shall have the ability to keep accurate and complete records of all commissary activities and banking balances of individual inmate accounts and provide on-demand reports and sales analysis.
• The inmate trust fund software accounting system shall provide an automated check writer and associated check register, debit card program, and allow for automated bank statement reconciliation.
• Ability to post daily deposits, medical fees, dental fees, administrative fees, and miscellaneous debits/credits
• Ability to add fees as needed.
• Integrate with the Facility’s JMS and Inmate Medical’s software (CorrecTek) to post medical fees in real time.
• Ability to collect debt upon deposit and retain and activate prior debt when an inmate returns to the Facility.
- Reports specific to this section:
• System shall provide the ability to run reports such as:
o Receivable balance reports
o Transaction reports
o Disbursement reports
o Check transaction reports
o Balance detail reports
o Summary reports
o Debit card transaction reports
o Debt collection reports
- Inmate Phone Services
o The inmate phone system shall integrate with the current jail management and accounting systems and be accessible via a kiosk system.
o The phone system must advise the caller that the call comes from a correctional facility.
o Phone system shall include station-to-station and/or person-to-person collect calls from inmates.
o Phone system shall use a personal identification number (PIN) for inmates
o Phone system shall provide one-way outgoing collect calls and facilitate prepaid calls. Telephone calls to the public defender's office shall be non-collect calls with the ability to add other non-collect calls.
o Phone system shall be web-browser-based and the application shall be easy to use.
o Phone system shall inform the called party of the call cost prior to acceptance of the call.
o Phone system shall allow inmate calls to be restricted by a specified number of minutes approved by the county.
o Phone system shall be capable of changing the call duration, limit by inmate pin, specific telephone, or group of telephones. The inmate phone system shall automatically terminate a call, after giving a one-minute warning.
o Phone system shall notify the inmate and called party of the time limit in advance of terminating the call.
o Phone system shall require active acceptance by the called party.
o Phone system shall include user prompts in English and Spanish with the ability to add other languages as requested.
o Phone system shall allow for the creation of individual accounts, with notification capabilities when an inmates’ credit limit has reached an identified percentage.
o Phone system shall be capable of blocking phone numbers as well as refusing access to calling cards.
o Phone system shall have the capability to monitor calls and record all types of calls. Also allow for password protection to permit only appropriate county personnel to access the system.
o Phone system shall have fraud management capabilities.
o Phone system shall have biometrics and other investigative tools.
o Phone system shall have reporting and call storage capabilities.
o Phone system may allow three-way calls at the agency’s discretion for investigation purposes.
