The Vendor is required to provide access to an online video learning product with high-quality content at competitive prices for county customers and staff.
- Products must be commercially available, designed for the public library audience, and hosted by providers for in-branch and remote access over the World Wide Web.

1. Course topics
• A wide range of course topics is sought to assist a public library audience with learning for work and leisure.
• Courses may include instruction on popular business software, job seeking and career development skills, personal growth, technology, home improvement, and a variety of hobbies.
2. Levels of study
• All topics shall include a basic introductory course.
• Popular topics shall also include intermediate classes.
• Products that include intermediate and advanced classes across a broader range of courses are preferred.
3. Audience
• Provide courses that are suitable for a public library audience from high school students to older adults.
- Quality
• Provide high-quality video production for all courses
• Instructors shall have advanced knowledge of the course topic and be vetted for knowledge of their subject and teaching ability.
• Offeror shall assess course effectiveness through feedback, quizzes, or other means, making improvements where needed.
- Functionality
• The product must be easy to use and intuitive.
• Users must be able to track their progress within a course.
• The product shall allow customers to access multiple courses concurrently.
• The product shall include FAQs and an extensive help menu for researchers at all levels.
• Provide technical assistance to agency customers using the product.
- Technical compatibility and access
• The product shall be accessible from anywhere the library customer can access an internet connection, including but not limited to branch libraries, homes, offices, and library bookmobiles.
• The product shall support access from pc, mac, tablets, smartphones, and any other internet capable devices.
• The product shall be accessible 24-hours a day.
• The product must be accessible via the World Wide Web and viewable using modern internet browsers.
• To support mobile device users, the product must either have a mobile-optimized website or a mobile application.
• County prefers products that use port 80 or 443.
• The product must allow for a mix of both IP and barcode authentication to cover offsite and in branch usage.
o County has two barcode formats, which must be supported:
1. 14 digits beginning with 01535
2. County + 6 digits
3. 12 digits beginning with +1
4. Product shall encrypt data at rest.
5. Product shall encrypt data in transit.
6. All data processed by the product shall only traverse networks contained within the geographic boundaries of the continental country.
- Accessibility compliance - web content accessibility guidelines (WCAG 2.1 AA)
• All web-based platforms, courses and recruitment sites provided under the agreement shall comply with WCAG 2.1 level AA.
• Compliance includes, but is not limited to:
o Keyboard navigation for all interactive elements.
o Screen reader compatibility for all content and forms.
o Color contrast ratios meeting WCAG 2.1 aa standards
o Captions and transcripts for all video and audio content.
• Provide a current accessibility conformance report (ACR) based on the voluntary product accessibility template (VPAT) upon request.
• Remediate any accessibility issues identified by the county within agreed service level agreements (SLAs).
