The Vendor is required to provide building energy management system services on an as-needed and non-exclusive basis.
- Pilot an innovative heating control solution to address overheating and inefficient fuel use in buildings with central boilers.
- The system must provide granular, room-by-room (or zone-by-zone) data to the central controller without significant structural modifications.
- Tasks:
• Supply of a central boiler control unit and wireless indoor sensors, including installation of all hardware.
• Integration with existing steam and hydronic boiler systems.
• Provision of a web-based dashboard for city facility managers to monitor real-time temperatures, boiler health, and fuel savings.
• Automated mobile or email alerts for boiler malfunctions and extreme temperature deviations.
- Schedule, term, and milestones
• Services are expected to commence on or about July 1, 2026.
• Key performance milestones include the installation of all central boiler control units and wireless sensors within 60 days of contract execution, followed immediately by full cloud activation and facility manager training for the monitoring dashboard.
• The city maintains the right to terminate the contract at any time, with or without cause, upon thirty (30) days written notice should the system fail to meet these installation milestones or the established energy-saving performance benchmarks.
• Continuation of the contract into subsequent years or expansion to additional buildings will be contingent upon a formal annual re-evaluation of these milestones and the availability of appropriated funds.
- Data, records, and confidentiality
• Maintain strict confidentiality and security protocols for all municipal data, including building energy usage, temperature records, and facility profiles.
- Reporting and communication requirements
• Provide monthly electronic status updates summarizing system performance, fuel savings, and any maintenance actions taken across the pilot facilities.
• Formal progress briefings between the successful proposer and city energy management staff will be held quarterly, or as needed, to review performance benchmarks and discuss potential site expansions.
• Any technical issues, equipment failures, or project delays must be communicated in writing to the designated city department lead within 24 hours of discovery to ensure prompt resolution.
• All reports and communications shall be delivered in a digital format compatible with city systems.
