The Vendor is required to provide data platform for include:
1. Software tools and technology for productivity and change
• Provide access to technology tools to state- and local-level tobacco prevention and control and local public health practitioners across state.
• Access to the tobacco data should be available during the full term of the contract.
• Subscription should include: unlimited users, software server (hosting) fees, data back-ups, an email-based help desk for software-related questions, and printable electronic manual (pdf) user guides.
A. Tobacco data tool should include:
• Tobacco retailers – visualize and report current tobacco retail outlet locations, density, proximity to schools and other retailers
• Store assessment – visualize and report in-store assessment data collected
• One annual upload of tobacco retailer list and post assessment data.
• Data will be exported from post and formatted by the vendor.
• Alcohol retailer tab development: visualize and report current alcohol retail outlet locations, density, proximity to schools and other retailers
• New store assessment variable, hemp-derived product availability: indicate the tobacco retailers that sold intoxicating hemp-derived products in the store audits conducted in fy26
2. Training on software, public health concepts, and point of sale (POS) efforts
• Provide in-person and web-based training to state- and local-level tobacco prevention and control and local public health practitioners across the state.
• Webinar trainings: the vendor will deliver web-based trainings on special topics related to the retail environment and place-based public health to provide supplemental information for grantee knowledge-building purposes.
• Date, time and content will be determined during monthly project meeting.
A. Possible topics may include:
• Derived psychoactive cannabis products, including delta-8 and delta-10
• Using zoning to address tobacco retailer density
• Emerging commercial tobacco products, emerging trends in marketing practices
• Intersection of tobacco and other products in the retail environment
• Youth targeting at the point of sale
• Menthol and tobacco: science, statistics, and current policy issues
B. In addition to leading the training(s), the vendor’s project director should:
• Lead development of each training agenda, with input from project partners
• Develop training content
• Provide a training platform like zoom
• Partner with department staff to schedule and promote training events
• Lead implementation of a training evaluation
C. In-person presentation and travel:
• Develop and facilitate breakout and plenary sessions up to two hours in length as part of the biennial partner exchange conference in 2026.
• Travel expenses are budgeted at a flat rate, including airfare, lodging, ground transportation and meals and incidental expenses.
• Provide department with a copy of slides, materials and handouts for participants in advance of the event.
3. Technical assistance and project management
A. Project director support:
• Participating in regular check-in calls with state staff to plan and discuss progress, troubleshoot or share important information, successes or challenges
• Assisting department in updating point-of-sale related resources for funded partners, including PowerPoint slides and speaker notes
• Participating in conversations about state point-of-sale indicators.
• Bring expertise in the ways the retail environment affects community health and evidence-based strategies to reduce the problematic influence of commercial tobacco advertising and marketing
• Providing tailored support to state and local staff to improve capacity and readiness to pursue point-of-sale initiatives
• Responding to questions from state and local level staff with guidance and expert referrals (related to the point of sale and public health)
• Serving in an advisory role the department cannabis workgroup to help in forward thinking, assessment of future needs, and infrastructure planning; this may include a maximum of three up to 30-minute virtual presentations to workgroup members
• Subscribing grantees and state staff to the vendor’s newsletter, which shares success stories about partners, upcoming webinars and other events, thoughts on public health issues, and updates about the vendor.
B. Healthy retail learning series:
• Facilitate up to 4 virtual meetings for department staff, grantees, and other partners interested in learning and strategizing to create healthier retail environments.
• Facilitate peer-to-peer sharing and may coordinate short presentations from national and local leaders on topics related to healthy retail based on needs and interests of participants.
• Date, time and content will be determined during monthly project meeting.
C. Zoning overview document:
• Develop an up to two-page document with important considerations for using zoning as a strategy to reduce tobacco retailer density.
• The document will be designed as an internal tool for state staff to use in providing technical assistance to county partners.
• Goal delivery date October 31, 2026.
