The Vendor is required to provide currently has 29 Point of Sale (POS) cash registers installed at 26 patrol stations, the Employee Service Bureau service counters.
- The Solution must be turnkey, Payment Card Industry Data Security Standard (PCI-DSS) compliant, and must include all necessary hardware (servers, desktop computers, registers, etc.), applications, underlying third-party software, data migration services, customized programming services, configuration, integration, operating materials and supplies (OM&S), support, maintenance, and training.
- Solution must record the collection of payments tendered at each POS register and subsequently deposited to the Sheriff's bank account.
- The County’s payment processor, credit card compatible Worldpay, has provided 29 readers (offered as a fully option to the Ingenico® credit card readers provided by the County’s electronic payment processor, Worldpay) and the new solution must interface with them, allowing WorldPay to handle the backend credit card transactions.
- The WorldPay integration is a MultiPay POS Passthrough where the vendor will initate payment transactions and securely transmits standardized transaction messages to Worldpay for convenience fee calculation, authorization, settlement, reconciliation, and reporting.
- The POS system will not embed processor-specific logic; instead, Worldpay performs all payment processing functions.
- This architecture enables a processor-agnostic, scalable, and secure payment environment while allowing the County vendor to maintain control of the POS user experience and transaction flow.
- All transactions, including credit/debit card payments, mobile payments, cash and check must be processed instantly and reflected within the solution.
- The solution must be synchronized across all modules and maintain accurate records.
- Must allow for the customization of each POS system terminal’s list of goods and/or services provided and prices charged the goods and/or services unique to each location.
- Must capture driver’s license image details, scan to populate the name and address of a customer, and be saved in the system referenced by transaction.
- Must capture the name, address, phone number of a customer and be saved in the system referenced by transaction for audit purposes.
- Must capture a license plate number for motor vehicle transactions such as towing and impound fees.
- Must separate the front-end POS application screens/data from the backend financial and reporting application screens/data. Access to the different screens must be role-based (POS cashier, cashiering supervisor, POS accounting personnel, and data analysts).
- The POS cashier should not be allowed to process refund or chargeback.
