Cloud-based Learning Management System (LMS) Software as a Service (SaaS) platform, associated subscription access, and professional services detailed below to Institutional Participants.
- SaaS LMS platform must include the following core capabilities:
a. Course and Content Management: Advanced course creation tools, multimedia content hosting, and instructional design repositories.
b. Assessment and Evaluation: Robust grading engines, rubrics, proctoring tool compatibility, and diverse assessment formats.
c. Learner Management: Enrollment workflows, automated notifications, and role-based access controls (RBAC).
d. Omnichannel Delivery: Fully mobile-responsive interfaces supporting in-person, hybrid, and synchronous and asynchronous online modalities.
e. Academic Freedom: The platform must structurally ensure that institutional faculty retain sole authority over curriculum design, instructional methods, and course materials.
f. Communication and Collaboration: Discussion boards, internal messaging, group workspaces, and integration with virtual classroom tools (for example, Zoom, Microsoft Teams, Panopto, or Kaltura).
g. Streaming Video Delivery: Native or integrated support for a streaming video delivery platform enabling secure hosting, on-demand playback, live broadcasting, adaptive bitrate streaming, automated captioning, and in-video quizzing with gradebook integration. Institutions must retain ownership of all video content and be able to export it in standard formats upon contract termination.
h. Calendar & Notifications: Integrated course calendar, syllabus tools, due-date tracking, and configurable push, email, and SMS notifications.
i. Content Portability & Course Migration: Support for standard content interchange formats (Common Cartridge, QTI, and SCORM) to enable migration of existing course content into the platform and portability of content to an alternative platform in the future. Bulk Course Export: The platform must provide institution-level capabilities to bulk export course content in standard, non-proprietary formats to support large-scale migration to another LMS.
j. Multi-Institution & System-Level Administration: A sub-account or tenant hierarchy enabling Alliance-level system administration while allowing each participating institution and affiliate to independently manage branding, courses, and users.
k. Master Course Templates & Content Sharing: Ability to build, publish, and share standardized master course shells and content libraries across UT System institutions.
l. Digital Badging and ePortfolio: Native or partner-supported digital badging, micro-credentials, and student ePortfolios, evaluated as a differentiator.
m. Administrative Controls & Delegated Access: The platform must provide granular administrative controls, customizable roles and permissions, delegated administration across organizational units, and comprehensive audit logging of administrative and configuration changes.
