Online and remote tutoring services and Solution must provide a comprehensive remote and online tutoring platform and associated services, including, at a minimum:
• Tutoring Delivery: 24/7 on-demand and scheduled live tutoring (one-to-one and/or small group); asynchronous tutoring and writing/assignment review; synchronous sessions with audio, video, chat,
whiteboard, file sharing, and subject-appropriate tools; and full-fidelity support for students in lowbandwidth environments and on mobile devices.
• Technology & Integrations: Institution-managed platform with system-level and campus-level administrative controls; LMS integration with D2L Brightspace via LTI 1.3 (required); Single SignOn (SSO) compatibility via SAML 2.0 or equivalent; and API availability for integrations with student information systems including Workday Student.
• Accessibility: The proposed solution must conform to WCAG 2.1 Level AA. Vendors must submit a current Voluntary Product Accessibility Template (VPAT) and complete the IT Accessibility section
of the RFP questionnaire, which incorporates the HECVAT 4.0 framework and the 1EdTech Accessibility Rubric.
• Security & Compliance: The proposed solution must be FERPA-compliant, SOC 2 Type II certified (or equivalent), and store all student data exclusively within the United States.
• Implementation: Full systemwide go-live for all 33 Minnesota State institutions is required no later than April 1, 2027.
• Vendor must disclose whether it is the platform publisher/developer or an authorized reseller. If a reseller, vendor must provide documentation of authorization for resale and clarify which entity holds contractual and support responsibility.

• Platform compatibility: Windows, macOS, Linux, Chrome OS, and current versions of Chrome, Firefox, Edge, Safari
• Mobile delivery: Native or responsive support for iOS and Android
• Institution-level administration: System-office and campus-level admin roles with granular permissions (54 campuses, 33 institutions — confirm whether campus-level admins need independent reporting/config rights or only view access)
• Data interoperability: Ability to export usage, outcomes, and session data in standard formats (CSV/API) for Minnesota State's own reporting and Board of Trustees analysis
• Uptime/Service Level Agreement: Minimum platform uptime of 99.5%, measured monthly and excluding pre-approved maintenance windows, with defined support response time SLAs by severity
tier (P1/critical, P2/major, P3/standard) proposed by the vendor and subject to negotiation.
• Scalability: Demonstrated capacity to handle concurrent peak load across ~270,000+ students. Vendors must propose and contractually commit to a maximum on-demand student wait time during peak load periods (e.g., midterms, finals, semester starts). Minnesota State expects this commitment to be no greater than 10 minutes under peak conditions.
• Authentication resilience: Fallback access method if SSO/LMS is down
• Legal/regulatory compliance: Compliance with applicable state and federal privacy laws
