Enterprise Resource Planning (ERP) System Replacement

A cloud-based enterprise resource planning (ERP) solution and implementation services to replace Diamond, its financial system since 2001. The solution covers the Municipality's core financial functions, property taxation, utility billing, licensing, and online payments for residents, plus a separate instance for the Corporation.
- Solution and Implementation Services support each one:
▪ Replace the Core Financial System: Implement a supported, cloud-based ERP covering the Municipality's core financial functions, convert legacy data completely and accurately, and retire Diamond, with opening balances and master data verified at Go-Live.
▪ Improve Financial Processes and Controls: Adopt current municipal practice rather than rebuild existing workarounds, standardize processes across departments where variation serves no business purpose, move invoice and payment approvals into system workflow using the thresholds in the Municipality's purchasing policy, and reduce manual re-keying and reconciliation between systems.
▪ Manage Municipal Finances Within the System of Record: Allow staff with the appropriate role-based permissions to build and manage budgets, track expenditures, and produce reports directly in the system, so that departmental budget holders can view current budget to actual information on demand.
▪ Integrate with the HRMIS and Other Municipal Systems. Receive detailed payroll journal entries from the HRMIS, and integrate with PSD Citywide, the Town of Banff planning and permitting system, BEACON meter reading, and the assessment roll, so that information moves between systems without manual re-entry and payroll is processed without employee personal information passing between departments.
▪ Deliver Public-Facing Service and Payment Interfaces: Give residents and businesses online access to municipal accounts and payments from Go-Live, with a defined base scope and additional functions priced separately so the Municipality can decide on their value.
