The vendor is required to provide american sign language services for american sign language (ASL) on-site and video remote interpretation services.
1. On-site interpretation services
• The bidder shall provide an experienced ASL interpreter on-site.
• This interpreter will facilitate professional interactions between the deaf and hard-of-hearing customers who are seeking non-commercial driver licensing knowledge and skill testing, including medical advisory board interviews, or as needed, and the administration employees at the administration locations throughout the state.
• The bidder shall possess an up-to-date UbiDuo communication device to allow Realtime face-to-face communication when necessary.
• This device is essential for fostering clear dialogue and collaboration.
2. Video remote interpretation (VRI) services
• The bidder shall provide 365-days years/7-days a week/24-hours video remote interpreting for ASL and CDI through a video platform accessible to the administration such as microsoft teams, zoom or any reliable and recognizable platform for ASL and CDI on an as needed basis for professional interaction for the deaf and hard of hearing and customers.
• Bidder must ensure VRI provides real-time, full-motion video and audio over a dedicated high-speed, wide-bandwidth video connection or wireless connection that delivers high-quality video images that do not produce lags, choppy, blurry, or grainy images, or irregular pauses in communication.
• VRI must provide a sharply delineated image that is large enough to display the interpreter’s face, arms, hands, and fingers, and the participating individual’s face, arms, hands, and fingers, regardless of their body position.
• VRI must also provide clear, audible transmission of voices.
• The bidder must have all the equipment necessary to perform remote ASL and CDI interpretation services.
• The bidder must be equipped with all required equipment necessary for video conferencing, including but not limited to laptops/tablets with webcam, headphones, cables, amplifier, etc.
• The bidder will provide adequate training to users of technology and other involved individuals so that they may quickly and efficiently set up and operate the VRI.
