Translation Workflow Management Application Services

The vendor is required to provide translation workflow management application translation service (english to French and French to english) to ministries, crown corporations and agencies of the agency to support the implementation of the French-language services policy.
1. Application functionality
•    receiving translation requests from clients.
•    ASSIGNING translation requests to providers (translators, revisers and proofreaders) via an external-facing component;
•    Tracking progress in task completion;
•    Returning translated text back to clients;
•    Modifying translation requests already submitted;
•    Modifying workflows once a translation has been assigned to a provider;
•    Customizing workflows;
•    Allowing single sign-on for clients within the agency;
•    Providing different access levels for two project managers, five providers, and 100+ clients;
•    Allowing user privilege management, including the ability to create different client categories;
•    Delivering an automatic email notification when a project has been created or modified, and
•    Once a step in the workflow has been completed;
•    Delivering automatic notification when the deadline for a project has passed; and
•    Sorting projects in progress by client groups, project names and size (number of words).
- Pre-translation capabilities
•    Solution capable of performing pre-translation tasks for translation workflow management applications, either on their own or through an integration with a translation memory, in order to streamline the translation workflow. 
•    The pre-translation tasks should include identifying, for any given translation project, portions of the text for which there is a preexisting translation that provides perfect matches, portions of the text for which there are fuzzy matches and portions of the text that are new.
