The Vendor is required to provide English as a second language (ESL) programming is to facilitate better integration into communities and the workplace.
• Newcomers acquire the English language skills required for day-to-day activities in their communities and to obtain and maintain employment in state.
• Participants have the English language skills needed to function in the state labor market.
• Participants are referred to services or resources and linked to community activities and networks based on identified needs and goals.
• Participants identify settlement and integration, employment and language learning needs, barriers, and strengths, and set clear and realistic settlement and integration, employment, and language learning goals.
• Participants are engaged in goal setting, maintaining attendance, complete expectations, and access community resources when needed.
• Participants are connected to the wider community and social networks.
• Participants demonstrate improvement in their language skills to enhance their career prospects.
• Participants have enhanced multi-cultural awareness and understanding.
• Participants obtain and maintain competitive employment that is commensurate with their training, knowledge, skills, and experience.
- Responsibilities:
• Demonstrate the ability to recruit the number of eligible participants they are proposing to serve;
• Propose location and participants intake and schedules that maximize accessibility for the participant group and reduce wait times into the program;
• Demonstrate knowledge of their community;
• Incorporate aboriginal and indigenous awareness programming and information in alignment with The truth and reconciliation commission of calls to action;
• Service providers may integrate seats into a federally funded program to improve cost-efficiency and provide a more seamless program for learners who change immigration status during their time in ESL programming;
• INCORPORATE a component of digital literacy into all language program curriculum;
• Undertake recruitment and awareness activities;
• Identify participants who are in need of and eligible for the program;
• Verify and document the eligibility of participants for the program;
• Guide participants in accessing and completing the ministry’s consent form;
• Place participants in classrooms according to the national language placement and progression guidelines;
• Ensure that instruction and assessment in ESL programs are based on the benchmark, incorporates “real-life learning” into the curriculum, builds awareness of cultural diversity, is scheduled in a way that increases accessibility for participants and the likelihood of full attendance, and takes on new participants on a regular basis in a manner that reduces wait times for entry and waitlists;
• The program as outlined in the agreement, consistent with the program proposed in response
• Ensure that any childcare services and classroom practices, when childcare services are offered, conform to the childcare regulations, 2015;
• Work with agency and other service providers as required to identify and implement program improvements;
• Complete and submit interim and final reports (submission dates agreed upon at contract negotiation) which detail financial expenditures, progress reports, and service plans including participant outcomes as directed by settlement services;
• Have a response plan as part of the business continuity plan to indicate how the program will be delivered during and after a disruptive event;
• Be willing and able to work with settlement services prism database where suppliers will have a direct portal to maintain participants and report on outcomes and service plans; and
• Participate in any program evaluation activities as directed by agency.
