The vendor is required to provide american sign language (ASL) interpreters, on an as needed basis.
- Responsibilities and other requirements include, but are not limited to:
• Provide in-person qualified and certified american sign language (ASL) interpreters, including tactile interpreters, to fulfill the act accommodations and student individual education program (IEP) requirements.
o Include interpreters listed on the department for registry or equivalent national registry.
o An ASL interpreter provided by the contractor must have qualifications that adhere to department requirements regarding credentials of sign language interpreters working in educational settings and be sufficient to ensure that effective communication occurs between the individual requiring the interpreter, and the schools or other representative requesting the interpreter.
• Ensure interpreters are familiar with the act and individuals with disabilities education act (IDEA), as amended.
• Meet all health insurance act requirements.
• Provide interpreters with experience in a school environment, when possible.
• Provide proof of successful background check.
• Contractor shall not use currently employed employees for assignments.
• Notify schools within twenty-four (24) hours if there is a previously scheduled need that cannot be fulfilled.
• ASL interpreters must:
o Sign-in upon arrival at each assignment and sign-out at the completion of each assignment.
o Arrive at the assigned location ten (10) minutes before the scheduled assignment and wait for fifteen (15) minutes when person to whom services are to be given is a “no show”.
o Interpret expressively and receptively for deaf and hard of hearing students, staff and parent in all aspects of the educational process including but not limited to the following: 1) all classroom activities (lectures discussions, small group work, question and answer, media presentations, teacher and student conferring; 2) counseling sessions (guidance, teacher, parents, administrative), assessments, evaluation or discipline situations; 3) tutoring sessions, make-up times, etc.; and 4) school related activities which the deaf and hard of hearing students, staff and parent wish to attend or are required to attend during normal school hours.
o Provide “team interpreting,” two interpreters at the standard rate per interpreter if meeting duration or complexity warrants team interpreting.
o Contractor shall propose criteria for when team interpreting is recommended.
• Hours of service: interpreters must be available for regular school sessions (excluding holidays) on an as needed basis for the school year.
• Interpreters generally are required to provide services, between, but not necessarily limited to, the hours of 7:30 a.m. and 4:00 p.m. Monday through Friday.
• Hours may vary to accommodate board meetings, parent teacher meetings, graduations and after school field trips and events.
• Any activities outside the normal scheduled class times must be pre-approved by the schools’ contract administrator.
• Identify capacity to respond to short-notice or emergency requests.
• Schools’ discretion, needs may arise for work after normal school hours for activities such as out-of-town field trips, graduation, legal depositions or other activities based on deaf and hard of hearing participation or need.
• Adhere to the standards of the registry of interpreters for the deaf (rid) professional code of conduct, federal, state and school division policies and procedures in regard to matters of confidentiality concerning personal information about students.
• Work cooperatively with all members of the education team including the deaf and hard of hearing teacher, general educational teachers and deaf and hard of hearing students and parents.
• Contact schools’ contract administrator if the interpreter does not have a working knowledge of the class subject matter at least one (1) business day prior to the class in order for the appropriate subject matter preparation materials to be provided to the interpreter.
• Ensure contractor’s employees are furnished with proper identification exhibiting the company name and the employee’s name.
• Identification shall be visible on the employees’ person at all times while on schools’ property.
