- Required services include:
• On-site interpretation
• On-demand interpretation via telephone or video-remote interpretation (VRI)
• written translation and transcription, including review, editing, and plain-language formatting (targeted at a 5th-grade literacy level) for print, digital, and social-media content.
- Services must be available 24/7/365, including evenings, weekends, and holidays, and must ensure accuracy, cultural competence, and confidentiality.
- Pricing shall remain firm for the full contract term, including any extensions.

1. The city encourages applications from organizations that provide interpretation and translation services to populations served by child welfare investigations and services, including but not limited to:
• Children, youth, and families with limited english proficiency (LEP); and
• People who are deaf and hard of hearing.

- Services to be provided
• The following language access services must be available during both standard and non-standard operating hours.
• Standard operating hours are defined as Monday through Friday, 8:00 a.m. to 5:00 p.m. (mountain time).
• Contractor shall ensure continuous availability of qualified personnel 24 hours a day, 7 days a week, 365 days a year for the following services:
o On-site interpretation;
o On-demand interpretation via telephone or video-remote interpretation (VRI); and
o Written translation and transcription, including review, editing, and plain-language formatting (targeted at a 5th-grade literacy level) for print, digital, and social-media content.
- Written translation and transcribing services
• Written translation services shall include review, editing, proofreading, and plain-language adaptation of translated materials.
• Materials may include, but are not limited to, printed publications, forms, brochures, web content, and social media posts.
• Translations must be accurate, culturally competent, and written at or below a fifth-grade literacy level in accordance with the plain language action and information network (plain) standards.
1. Format and delivery
• Documents shall be managed electronically and transmitted through secure means (e.g., encrypted email, secure file transfer, or approved electronic platforms).
• Acceptable file formats include microsoft word, pdf, and other standard word processing or design software formats compatible with the source document.
• Delivery via physical media (e.g., cd, DVD, or flash drive) or printed copies may be required in limited cases.
2. Quality and consistency requirements
• Accuracy of content;
• Correct spelling, grammar, and structure;
• Cultural and linguistic appropriateness;
• Readability and plain language compliance
• Formatting consistent with the layout of the original document.
• All translations must undergo a quality assurance process prior to delivery, which may include proofreading, peer review, and field testing with representative members of the target audience.
