RFP Description

The Vendor is required to provide translation, interpretation, transcription and American Sign Language services.
- Services are set out in five (5) categories:
•    Written Translation
•    Spoken Language Interpretation
•    Video Remote interpretation
•    Over the phone interpretation
•    American Sign Language Interpretation
- Translation is defined as expressing written words from a source language into written words of a target language, retaining the original meaning. The Contractor usually completes these services from their own place of business. In some cases, it may involve transcribing from a video or audio electronic file.
- Transcription is defined as the act of making a written, printed, or typed copy of words that have been spoken.
- Interpretation is defined as accompanying a speaker by interpreting spoken words from one language to another in order to make spoken words understood by a group, audience, individual on the telephone, through video, in a meeting room, or at a gathering of many people. This can be done consecutively or simultaneously.
- American Sign Language or ASL is defined as those services which bridge the communication gap between those who can hear and those who cannot by using lips, hands, arms, fingers and facial and body expressions to interpret a spoken language into Sign Language.
- Services should be designed and performed with a conscious emphasis on cultural competency, diversity, and respect.
- For Video Remote Interpreting (VRI) services, the Contractor must ensure a minimum video resolution of 1080p at 60 frames per second and guarantee a maximum connection time of no more than 45 seconds for on-demand service access. Rapid Identity is our official IDP and we prefer to use a SAML Integration. Exceptions can be made for LMS tools to leverage Google or Clever.
- For written translation services, any content produced using Machine Translation (MT) must undergo review and post-editing by a qualified human translator prior to final delivery to ensure accuracy, cultural responsiveness, appropriate tone, and clarity.
